New notice posted 05 March 2014 1. The Government has extended the due date for DRAFT RFP #2 comments. Comments and feedback regarding the DRAFT RFP #2 documents will be due to the Government by 17 March 2014, 5PM Eastern time. Please submit all comments and feedback at HANSCOM.AFLCMC.HBNA.F15SA@HANSCOM.AF.MIL 2. ATT 01 (Section L) and ATT 02 (Section M) are expected to be released soon. New notice posted 25 February 2014 Documents for Draft RFP #2 are now available online. New Notice Posted February 21, 2014 1. The Government expects to issue the DRAFT RFP #2 on 21 February, 2014. DRAFT RFP #2 documents will be posted on FedBizOpps (FBO). Vendors must make all requests through FBO in order to access the documents package. Comments and feedback regarding the DRAFT RFP #2 documents will be due to the Government by 10 March 2014, 5PM Eastern time. Please submit all comments and feedback at HANSCOM.AFLCMC.HBNA.F15SA@HANSCOM.AF.MIL 2. ATT 01 (Section L) and ATT 02 (Section M) are not part of this package but are expected to be released by 28 February 2014. 3. Vendors must have a Marketing Partner Identification Number (MPIN) in order to access the DRAFT RFP #2 documents package on FBO. Note: The Government expects to issue the RFP in late March, 2014. Companies who have not previously submitted the following information must include such information in their formal request to get approved to receive the DRAFT RFP #2 documents. Royal Saudi Air Force (RSAF) F-15SA IT Upgrade Program - Cyber Protection & Related Facilities - RFP number has changed from FA8730-13-R-0012 to FA8730-14-R-0007. 2. The Government expects to issue the RFP through FedBizOpps (FBO). In order to access these documents vendors must have a Marketing Partner Identification Number (MPIN). Export Controlled access level requires that the vendor's company be certified by the DLA Logistics Information Service's Joint Certification Program (JCP) to receive unclassified technical data disclosing military critical technology with military or space application. This system receives a daily feed of authorized vendors, which determines access based on a vendor's CAGE code/DUNS/MPIN. Vendors are required to logon to the system and to have a valid MPIN on file, to review controlled, unclassified documents. Note: To download documents that are designated as "export controlled", vendors must be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistics Information Service (DLIS). To apply for this certification, Vendors must submit form DD2345. Our Foreign Disclosure Office (FDO) clearance for the export controlled data permits us to share the documents with the Saudi vendors. If the Saudi vendors do not have a MPIN or cannot obtain one, we will email the RFP documents. AFLCMC/HBN, as the responsible line-manager for Line 032 on this Foreign Military Sales case is responsible to provide Information Technology Upgrades & Ground Communications Support systems in support of the F-15SA program. The F-15SA Cyber Protection effort will deliver to the RSAF initial Computer Network Defense (CND) capabilities, facilities, and manpower necessary to protect sensitive networks, systems, and data generated and utilized in support of F-15 flight, maintenance, supply, and operations activities.
