- The requirement is the lease of a Negative Contrast Imager (NCI) which will be assessed for the systems usability in the Foreign Technology Assessment (FTAS) Program. M Squared Lasers, Inc. is the only manufacturer of the developed active hyperspectral NCI system. The NCI system is proprietary to the vendor and is based on a foreign technology. The proposed effort will be solicited on the basis of other than full and open competition pursuant to FAR 13.106-1 (b), as it has been determined that only one responsible source is capable of supplying the items identified above. The proposed effort will be procured in accordance with simplified acquisition procedures. The NAICS code for this requirement is 333314 and the size standard is 500 employees. All responsible sources may submit a proposal which shall be considered by the agency.
