- Notice: Sole-Source Announcement The VAMC, Salt Lake City, intends to negotiate a sole source under "Only One Responsible Source" per FAR Part 6.302-1 with the "State of Utah Department of Health" of which the U.S Department of Veteran Affairs Salt Lake City Utah VAMC will be participating in an emergency exercise as part of a "Strike Team" under a "National Disaster Medical System (NDMS) exercise scheduled for 31 March 2014. Description of Action: a.The National Disaster Medical System (NDMS) exercise scheduled for 31 mar 2014 requires the State of Utah Pediatric and Adult Strike teams to participate. These State Strike Teams are the people tasked with triage and pre-transportation medical care of NDMS patients. No similar team exists in the State of Utah. b.The requirement is for medical staff to support the NDMS exercise scheduled for 31 Mar 2014. The strike teams will triage, treat and stabilize Adult and Pediatric patients arriving from Alaska during this exercise. They will have all required equipment and supplies with them during the exercise. c.The State of Utah has assembled these Strike Teams for to respond to disaster situations. The NDMS activations one of the reasons Strike Teams were formed. No other government or commercial team has the capability to function in this capacity. Statement of Work (SOW) 1.The National Disaster Medical System (NDMS) Program Development Branch (PDB) has been tasked to develop additional Mobile Acute Care Strike Team (MAC-ST) personnel to support additional response requirements for 2012 and beyond. The MAC-ST is the ESF#8 response resource, under NDMS, responsible for providing critical care medical support to public health emergencies when local resources are non-existent, overwhelmed, or otherwise inaccessible. These services may be rendered in coordination with the Department of Defense (DoD) or Department of the State (DoS). The primary mission of the MAC-ST will be to provide critical care support and flight preparation for ICU patients waiting evacuation at a Disaster Aeromedical Staging Facility (DASF). Veterans Administration (VA) participants will also have the opportunity to review the MAC-ST cache, operate and troubleshoot specialized transport medical equipment. The tangible value of NDMS training for VA medical staff is difficult to quantify the direct costs to the VA; however, what qualifies this exercise as being essential, VA is tasked with the responsibility of providing a "Federal Coordination Center". VA medical staff interacts with state and federal emergency teams. 2.The direct and indirect (incidental) costs of $5,000 are minimal in comparison to the training the VA medical staff will receive. The projected human resource cost is $3,760; and incidental costs, described as medical supplies and consumables used for triage are approximated at $1,240.00.
