- The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, is seeking to procure a Heavy Duty (HD) Road Speed Fan(RSF). The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. The U.S. EPA is undertaking a comprehensive program to implement chassis testing of heavy duty vehicle emissions. This testing function is intended to support EPA Greenhouse Gas regulations, other emissions compliance activities, and assessment programs. The HD Road Speed Fan shall provide cooling air for a heavy duty vehicle on a dynamometer, the velocity output of which matches the dynamometer roll surface speed, among other performance requirements. This system shall be designed and perform in accordance with the requirements of Code of Federal Regulations 40 CFR Part 86 ?Control of Emissions From New and In-Use Highway Vehicles And Engines?, 40 CFR Part 600 ?Fuel Economy and Greenhouse Gas Exhaust Emissions of Motor Vehicles?, 40 CFR Part 1066 ?Vehicle Testing Procedures?, 40 CFR, Part 1037, ?Control of Emissions from New Heavy-Duty Motor Vehicles?, the requirements of other referenced sections of the CFR, and additional or supplemental requirements. The full Statement of Work, which will be included in the solicitation, describes and sets forth the specifications, installation, and commissioning requirements of the HD Road Speed Fan. The contractor shall have total system responsibility, which includes, but is not limited to: integration, quality assurance, delivery, installation, calibration, commissioning, acceptance testing, documentation, warranty, and training. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards. Award will be made on a ?Best Value? basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; relevant previous experience; and project management of all phases of the requirement.
