Description
The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Laboratory of Clinical Infectious Diseases intends to procure a one-year preventive maintenance service agreement from Siemens Medical Solutions USA Inc. for a Micro-PET Focus 220 Scanner. Siemens is the original equipment manufacturer (OEM) of the scanner and their technicians are experienced in BSL-3 environment equipment repairs. The Contractor shall provide full coverage for all service parts and or labor, principal coverage period for each system updates, and access to Siemens UPTIME service support center for technical telephone support (remote diagnostics if available to the site and the equipment). All responsible sources who are certified by Siemens as authorized third party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment. The vendors shall provide certification from OEM that they are authorized to perform these services and have access to OEM parts and supplies. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72, dated January 1, 2014. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of 19.0 in millions of dollars. All responsible sources who feel they can meet these requirements shall submit an offer that will be considered by the Agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. All responses shall be submitted no later than 6:00pm Eastern Time March 20, 2014, to Robin White by email at whiterobin@niaid.nih.gov.
