- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD intends to issue a Competitive quote mark Small Business quote mark award. This acquisition shall is to procure proficiency testing (PT) samples per an accredited A2LA accredited PT provider for the US Army Public Health Command (PHC). Solicitation number 0010460994 is issued as a request for proposal (RFP). The Federal Acquisition Circular FAC 2005-55. This associated North American Industrial Classification System (NAICS) code for this procurement is 541380 with a small business size standard of $12.0 million. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The intention is to issue a single award at the discretion of the Government. Provide a price per CLIN. Interested parties may identify their capabilities by responding to this requirement, not later than 08:00 a.m. Eastern Standard Time (EST) on 13 March 2014. CLIN 2002: Quick Study per LS Request Cost Breakdown: 1 Job @ $________________ STATEMENT OF WORK FOR Procurement of Proficiency Testing (PT) Samples This contract is to procure Proficiency Testing samples from an approved, accredited vendor for the US Army Public Health Command (USAPHC), Army Institute of Public Health (AIPH), Laboratory Sciences (LS). The vendor must meet the following qualifications and standards as required by the LS. 1. Vendor must be an A2LA accredited PT provider for all chemistry and radiochemistry fields of testing in the A2LA PT provider accreditation program. 2.Vendor must offer all PT samples, at a minimum, on a quarterly schedule to allow for laboratory to meet scheduling requirements of A2LA and NELAP. 3.Vendor must provide the option of quick turnaround make up PTs in the event of a failed PT. The quick turnaround PT study must be shipped to LS within two business days after the order is placed and results provided to LS within 2 business days after results reported to PT provider. 4.Vendor must report PT results directly to accreditation bodies and third parties as directed by LS. 5.Vendor must offer laboratory the option of reporting results back to vendor in the form of fax or web portal. 6.Vendor must supply the all of the following PT samples: a.Water Pollution studies for the following: i.EPA Method 200.7 for Potassium, Sodium, Calcium, Magnesium, Aluminum, Antimony, Arsenic, Barium, Boron, Cadmium, Chromium, Cobalt, Copper, Iron, Lead, Manganese, Molybdenum, Nickel, Selenium, Silver, Strontium, Thallium, Vanadium, Zinc Beryllium, Titanium, and Tin. ii.EPA Method 200.8 for Antimony, Arsenic, Barium, Beryllium, Cadmium, Chromium, Cobalt, Copper, Lead, Manganese, Molybdenum, Nickel, Selenium, Silver, Thallium, and Vanadium. iii.EPA Method 245.1 for Mercury. iv.EPA Method 7470 for Mercury. v.
