The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for a CF34-3A1 & CF34-3B Engine Management Program. The FAA contemplates a single award, Indefinite Delivery/Requirements type contract. The period of performance is anticipated to be one base year and four (4) separate one-year option periods, if exercised. This solicitation/request for offer is available for FULL AND OPEN competition and does not contain a set-aside restriction. Both large and small businesses may participate in this SIR/RFO. The North American Industry Classification System (NAICS) code for this procurement is 336412 - "Aircraft Engine and Engine Parts Manufacturing" with a small business size standard of 1,000 employees. The FAA intends to award a single contract based on "lowest-price technically acceptable" (LPTA) source selection decision. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO. Proposals are due no later than 3:00 p.m. local time CST (Central Time Zone), Wednesday, March 26th, 2014 and must be submitted to the Mike Monroney Aeronautical Center (MMAC) FAA, Customer Service Desk (AMQ-100), Physical Address: 6500 South MacArthur Boulevard, MPB Bldg #24 Room 313 Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be labeled as follows: SIR/RFO DTFAAC-14-R-00240. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. In addition, This SIR/RFO is not to be construed as a contract or a commitment of any kind. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
