Description

The development of the SYMIN II system began in January 2010 by SAIC, and was completed in October 2011. However, there were significant issues with the application in which it did not meet FEDLINK's basic needs and required a follow on contract with SAIC to address these issues. These issues were resolved and on October 1, 2012 SYMIN II and SYMIN 1 were both running while reconciliation was performed between the two systems. In February and March, SYMIN II was updated with information for FY 2013, and they have been running in parallel from March until May 17, 2013 at which time SYMIN II became FEDLINK's production system for processing all of FEDLINK members' obligations, bills and payments. After the first couple weeks, two issues were identified as follows: 1. SYMIN II was receiving Momentum errors related to the uploading of Bills, Obligations, and Payments to Momentum. As a result, FEDLINK has been delayed in making payments to vendors, and is unable to increase obligations, which threatens our ability to continue to make payments to vendors. Our inability to upload bills to Momentum, and send them to our members has put us in a position in which the members are requesting that we return the funds if we are not able to bill them, and will result in loss revenue to FEDLINK. The purpose of this requirement is have those issues corrected. SYMIN II is written in Java and runs on an Oracle 11g database
