Description
Testing document - NAVSUP WSS-TD-1, Dated 26 Feb 2014 6k Low Profile - NAVSUP WSS PD-511 Dated 26 Feb 2014 Ordering data - NAVSUP WSS PD511 - Type 2 (6K) - dated 26 Feb 2014 SPE8EC-14-R-0005, Amendment -0002 1.) The closing date of this solicitation is hereby extended until 7 April 2014. 2.) Please replace pages 7-8 of the original solicitation with all pages of the subject amendment. PLEASE COMPLETE THE PRICING SECTION OF THIS AMENDMENT AND RESUBMIT WITH THE REMAINING PAGES OF THE ORIGINAL SOLICTIATION. 3.) The REVISED Technical documents (Ordering Data, NAVSUP WSS PD-511, NAVSUP WSS-TD-1), are attached 4.) Solicitation is being amended to incorporate a Government First Article Test for an additional Electromagnetic Interference Testing (EMI) requirement. This requirement will be covered under CLIN 0010 (Government First Article Test). The original solicitation CLIN 0007 is still valid and requires that the subject item meet the requirements of MIL-STD-461. CLIN 0010 is now being incorporated into the solicitation in order to meet the requirements of Table 1 of MIL-STD-464 (Electromagnetic Environmental Effects Requirements For Systems). Note: The only capable Hi-Shock Test lab (CLIN 0006) is located in Arvonia, VA, which is roughly 100 miles away. If you schedule correctly you will be able to have the truck tested for EMI in Dahlgren and subsequently transported to the Arvonia for the Hi-Shock Test; thereby minimizing transportation costs. 5.) Solicitation is also being amended to provide additional guidance on the testing requirements of original Contractor Electromagnetic Interference Testing (EMI), I/A/W MIL-STD-461. This requirement is still covered under CLIN 0007. Government is requesting that the following information be included in the proposed test procedures and be performed during testing. - RE101, RE102, RS101 & RS103 Operating Modes: For the emissions and susceptibility testing we are requiring that the test be performed with the "ENGINE ON". Having the "engine on" will allow us to capture any of its emissions and verify that any of the vehicle controls are not susceptible to the susceptibility stimulus. The testing company may elect to have the truck raised or have the test performed with the transmission disconnected from the axle(s) so that no positive force shall have the chance to be transmitted from the transmission. That a video camera be present to see if that force is present. - RE101 - The test plan shall mention a determination of a "mitigation distance" for any RE101 failures. This must be included in the test plan and performed during testing.
