- The USGS has a requirement for a firm-fixed price purchase order for a web dashboard, a highly visual electronic report about the health of the Gulf of Maine and restoration efforts conducted from 1990 to 2014, and materials repurposed to reach families and youth about the importance of protecting the Gulf of Maine and its fragile natural resources. Period of Performance will be date of award through 09/30/2014. The products will take full advantage of and build upon Federal, State, tribal, regional, and local data. These products are requested by the Coastal and Marine Geology Program Office, Natural Hazards Mission Area, U.S. Geological Survey. The USGS and its federal partners NOAA and EPA are concerned about ensuring data, tools, and scientific analyses about the Gulf of Maine incorporate the full spectrum of regional and cumulative impacts of ecosystem-based management, including habitat restoration, changing coastal development, and alternative future scenarios related to sea level rise and climate change. The transboundary nature of the Gulf of Maine necessitates including proprietary data, tools and lessons learned from New Brunswick, Nova Scotia and Environment Canada as well as the states of Massachusetts, New Hampshire and Maine. These government entities are the primary member organizations of the Gulf of Maine Council. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the Gulf of Maine Association (GOMA), unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Andres Castro via email at acastro@usgs.gov no later than 12:00 PM EDT, Monday, March 17, 2014 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. The Gulf of Maine Association (GOMA) has a unique regional capacity to draw upon U.S. and Canadian experts to write, edit for scientific literacy, design print, electronic and web products, and ensure compliance with both U.S. and Canadian copyright and attribution requirements for data, graphs, charts, and other visual materials. The GOMA through its relationship with the Gulf of Maine Council has: (a)Access to proprietary data from the Government of Canada and the provinces of New Brunswick and Nova Scotia critical to populating climate features available through the web dash board. Proprietary data will be used for analysis of environmental health trends in the Gulf of Maine and its watersheds. These analyses will include water quality trends from the Canadian watersheds flowing into the northern section of the Gulf of Maine and for articulation of trends related to impacts of coastal development and eutrophication. (b)Has capabilities, unlike companies analyzed through market research, to permanently host the web dashboard and electronic publications and to provide long term maintenance and updates over time for these products. This use of the Gulf of Maine Council's information and data portal relieves the USGS of the burden of maintaining and updating dynamic products. The GOMA has experience and access to the aforementioned organizations and resources to quickly pull together representatives within the Gulf of Maine to look at cross-jurisdiction issues related to building resilience to impacts of climate change. GOMA is able to network with other regional ocean partnerships, such as the Northeast Regional Ocean Council for which it serves as fiscal agent. GOMA has a satisfactory track record of engaging top quality researchers, writers and designers to produce scientific and communication documents about science issues, focused on the citizens and visitors to the Gulf of Maine.
