- Description
- 30 CONS/LGCA intends to issue a Request for Proposal (RFP), using the Best Value source selection procedure, Lowest Price Technically Acceptable (LPTA) techniques. This acquisition is an 8(a) competitive set-aside for a Base Roofing and Waterproofing firm fixed price Indefinite Delivery-Indefinite Quantity (ID/IQ) Contract. The North American Industry Classification System (NAICS) Code 238160 will be used for this acquisition. All other firms are deemed ineligible to submit offers. The small business size standard is $14,000,000.00. The issuance date for this solicitation is anticipated to be on or about 21 March 2014. The work requirements to be performed by the offerors will consist of, but are not limited to, a broad range of Roof repair, alteration, maintenance, and new roof construction at Vandenberg Air Force Base (VAFB), with a possibility of a few projects at Pillar Point Air Force Station (AFS), Anderson Peak Tracking Station, and Santa Ynez Peak. Vandenberg AFB and Santa Ynez Peak are located in Santa Barbara County; Pillar Point in San Mateo County; and Anderson Peak in Monterey County, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 30th Civil Engineering Squadron will identify Roofing/Waterproofing projects for issuance of individual task orders for each project. The contractor will provide a statement of work, drawings and a cost proposal as indicated in each task order request. All price proposals will use the Facilities Construction Cost Data by RS Means (CostWorks software) multiplied by the contractor's coefficient. Individual task orders will vary in size and complexity. The majority of delivery order/task orders will include, but are not limited to trades, such as removal of asbestos and lead based materials, framing and deck installation, cricket framing and deck drainage systems, redesign and relocation of mechanical, electrical equipment and lightning and fall protection systems, construction of separation and expansion walls and parapets; waterproofing maintenance repair. Period of Performance: The performance period is one (1) base year with four (4) option years. The guaranteed contract minimum is $5,000.00 for the base year, with no minimum guarantee for any option period. The maximum contract value is $9,750,000.00 for the life of the contract. The Government intends to award three (3) contracts based on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. When the solicitation is downloaded, it is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The government will not pay for any information submitted in response to this pre-solicitation/synopsis notice.
