- Attachment 1 - Receiver Design Requirements for Environmental and Electromagnetic Interference / Electromagnetic Compatibility The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to procure Sierra Nevada Corporation (SNC) Block III Receivers, P/N 00477055-01, on a sole source basis under the authority of 10.U.S.C. 2304(c)(1). The resultant contract will be a four (4) year fixed price indefinite delivery indefinite quantity contract for a maximum quantity of sixteen (16) Block III Receivers. The Block III Receivers are critical components utilized for the operation of the AN/SPN-46 Automatic Carrier Landing System, which is a shipboard based Precision Approach and Landing System. The Block III Receiver Units receive Ka-band radar signals and X-band beacon signals and convert them to video signals for processing by their corresponding Radar Control Assembly in Unit 19, which is a primary Unit that controls the AN/SPN-46 radar, and thus controls & processes data to/from the Block III Receiver. The receiver components are enclosed in a weatherproof "tackle box", which is mounted on the elevation head behind the antenna assembly. The Ka-band portion of the receiver is required to operate at 33.2 GHz Radio Frequency input, 60 MHz Intermediate Frequency (IF), and have a 15 MHz bandwidth. Automatic Frequency Control is required to hold the receiver and transmitter on the same frequency. The receiver minimum discernable signal shall be -95 dBm and have a noise figure no greater than 9dB. The X-band portion of the receiver is required to operate as a three-channel monopulse receiver at a fixed frequency of 9.31 GHz, 160 MHz IF, and an IF bandwidth of 60 MHz. The receiver minimum discernable signal shall be -92 dBm and have a noise figure no greater than 13 dB. In addition, the Block III Receiver is required to meet the Environmental and Electromagnetic Interference / Electromagnetic Compatibility requirements listed in the attached document entitled "Receiver Design Requirements for Environmental and Electromagnetic Interference / Electromagnetic Compatibility". SNC is the only known manufacturer with the existing facilities and technical data required to assemble and test the required equipment. This notice of intent is not a request for competitive proposals. This notice is for information purposes only. All responsible sources may submit a capability statement that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
