- The Air Force is seeking sources for a potential 100 percent set-aside for Small Business, HUBZone, Economically-Disadvantaged Women-Owned Small Business (EDWOSB), or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. The scope includes replacing the Fire Alarm System (FAS) throughout Facility 20016 at Wright-Patterson AFB. Provide a new, fully addressable, FAS with voice evacuation and Mass Notification System. The new system shall comply with NFPA101, NFPA 70, NFPA 72, UFC 3-600-01, and UFC 4-021-01. The new FAS will be networked and will be fully compatible with the existing Simplex fire panel in Facility 20016. New Knox Boxes will be provided at the south east doors and as indicated in the drawings and specifications. SPECIAL REQUIREMENTS/CONCERNS: The new fire alarm system shall be phased to allow the new system to be installed, operable and fully tested prior to demolition of any existing system. The new FAS will have a new graphic display that will communicate with the WPAFB Fire Dispatch in facility 30146 using IP communication. All work must be completed with minimum impact to the personnel in Facility 20016. The majority of the renovation is required to meet ICD 705 security standards and therefore attention to security details and coordination with the government will be required for inspection and certification of the spaces. Certification for ICD 705 security requirements is obtained by submitting a DD Form 2345 to the Defense Logistics Information Services Joint Certification Program (JCP). The JCP certifies contractors of U.S. and Canada for access, on an equally favorable basis, to unclassified technical data disclosing critical technology controlled by Department of Defense (DoD). The DD Form 2345 can be found at http://www.dlis.dla.mil/jcp/. The Air Force intends to award a contract with a 270 day period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NAICS Code: 238210 Size Standard: $14.0M. Prime contractors who are Small Business, HUBZone, EDWOSB or SDVOSB and who intend to submit a proposal for this solicitation are highly encouraged to submit the following by 2:00 p.m. (local Dayton time) on 24 March 2014: Responses should include the following: (1) a positive statement of your intention to submit a proposal for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of SDVOSB status; and/or (4) EDWOSB must provide information IAW Federal Acquisition Regulation 19.1503; and (5) listing of capabilities and/or experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. (8) Contractor must either be ICD 705 compliant or demonstrate ability to become compliant prior to the potential release of the solicitation. Proof of compliance is required to be provided with your capability package (e.g. verification of JCP registration or other verifiable proof that the company is US-owned and has begun the JCP registration process). All of the above information must be submitted in sufficient detail for a decision to be made on the availability of interested Small Business, HUBZone, EDWOSB or SDVOSB concerns. Responses shall be limited to 7 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" for this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted in Federal Business Opportunities. Be advised that all correspondence sent via e-mail shall contain a subject line that reads, "PROJECT ZHTV120008, Upgrade Fire Alarm System - Facility 20016".
