Description
The Defense Health Agency intends to award a sole source contract to Technatomy Corporation, a small business under the authority of FAR 6.302-1 (a) (2) (iii). The period of performance will be for a period of 4 months (April through August of 2014). This action is necessary to bridge the performance period between the end of VA assisted acquisition contract and the award of the new program management follow-on contract. The contract is needed to prevent a break in service, while the foundations and protocols for a new contract are developed. This sole source award will be a Firm Fixed Price contract. These support services provided by the incumbent span the DHMS organization across an array of projects directly related to the DHMS acquisition and DOD/VA interoperability efforts. Services provided allow the Government to sustain the technical work required, as well as maintain overall program and project vigilance. As the current prime program management contractor, Technatomy Corporation is considered the only contractor that can meet DHMS needs given the potentially short period of performance for the extension. The contractor currently supports the implementation of information systems that support DoD-VA interoperability. It includes an available level of effort of approximately 136 FTEs that are deployed across DHMS programs. Support is provided to Program Managers to facilitate and ensure the proper integration support is provided to the various technical organizations and chartered projects within the overall program intra-organizational processes and governance structure. The contractor also provides support in coordinating deployment and cut-over activities across dependent Agency and legacy system organizations to ensure that new capabilities are deployed and legacy capabilities are retired with minimal impact on the DoD and VA clinical operations. The contractor has the experienced and skilled personnel already in place to provide continued and uninterrupted services at DHMS. Failure to continue and sustain support continuity will result in compromised ability by DHMS to meet it current operating capabilities. This notice of intent is not a request for competitive proposals. All capability statements received within fifteen (15) calendar days after date of publication of this notice will be reviewed by the Government and considered. Statements must be received NLT 3pm EST. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
