- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Communications Commission (FCC) intent to issue a solicitation to procure the services of a contractor to support the development and implementation of a Neutral Video Communication Platform (NCP) and provide NCP operations and maintenance services. As a result of this solicitation, the FCC intends to award one Firm-Fixed-Price contract. The anticipated period of performance is a twelve (12) month base period for system design and implementation (the remaining base period months will be used for base year operations and maintenance services) and four (4), twelve (12) month option periods for operations and maintenance services. Not to exceed sixty (60) months total, if all options are exercised. The solicitation will be issued on or after March 24, 2014. The overall objective and scope of this acquisition is: The Federal Communications Commission (FCC) intends to select a Contractor to develop and implement a Neutral Video Communication Platform (NCP) and operation of the NCP for a period of up to sixty (60) months. The NCP is needed to provide the required platform required by 47 C.F.R. § 64.6 17. The NCP will be a fully functioning relay platform capable of supporting service to VRS, IP CTS and IP Relay. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
