Description
The Naval Sea Systems Command intends to issue a draft Request for Proposal (RFP) in March 2014 for the design, procurement of materials, manufacture, assemble, inspect, test, deliver and support of the Remote Minehunting System (RMS) Remote Multi-Mission Vehicle (RMMV), related RMMV support and interfacing systems/equipment, along with, provision of related engineering services, logistic support, Government testing support, and documentation. The solicitation will cover up to 18 RMMVs, related systems/subsystems, their Integrated Product Support Elements (IPSE), related system interfaces, and related ongoing support. Initial deliveries are anticipated 30 months after contract award for base year orders and 24 months after award for the option years. RMS is a mine reconnaissance system designed to provide the Mine Counter Measures (MCM) Commander or other cognizant operational Commander with detection, classification, identification, and localization of bottom and moored mines in shallow and deep water. The RMS is a fully integrated system consisting of a semi-submersible RMMV with a tethered, towed variable depth sensor (VDS), the AN/AQS-20A. The RMMV is a high-endurance, semi-autonomous, low-observable, unmanned vehicle. The RMS RMMV and its related systems are fully integrated within the Littoral Combat Ship (LCS) MCM Mission Module (MM). The RMS RMMV and related systems include the Remote Multi-Mission Vehicle (RMMV), the RMMV Data Recorder (RDR), the Remote Minehunting Functional Segment (RMFS), its Shipboard Stowage Equipment (SSE), its Shipboard Handling Equipment (SHE), the Remote Operator Pack (ROP), and ancillary support equipment. RMS RMMV and related systems interfaces include the LCS radio system, the Multi-Vehicle Communication System (MVCS), the Mission Package Computing Environment (MPCE), the AN/AQS-20 Variable Depth Sensor (VDS), the LCS Launch Recovery and Handling System (LR&HS), and the MHU-191 Dolly. The Naval Sea Systems Command intends to issue a draft RFP for industry comment and feedback prior to issuing a formal RFP. The anticipated RFP will be for a Fixed Price Incentive Firm, Firm Fixed Price, Cost-Plus Fixed Fee, and Cost type contract for a base year and 4 option years. To support industry understanding of RMS (RMMV) requirements and to enable future submission of the highest quality proposals, the Naval Sea Systems Command intends to host an RMS (RMMV) Industry Day in the Washington DC area, approximately 2 weeks after issuance of the draft RFP. An Industry Day announcement will be made with issuance of the RMS (RMMV) draft RFP issuance or shortly thereafter. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.
