Description
Army Contracting Command, 6001 Combat Drive, APG., MD 21005 Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUB Zone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Purpose and Objective for the Procurement: The purpose of this acquisition is for an Intrusion Detection system (IDS) and supported equipment. ACC has a continuing need for Intrusion Detection Systems (IDS) and supported equipment. USAGAPG is the host activity for over 80 tenant activities and, as such, is responsible for providing security assistance to include IDS design, installation, and maintenance. IDS is an integral part of the overall security posture for APG and Tenant Activities that have very unique facilities that require specific means of protection. ACC must provide Security Systems to Tenant Activities to include equipment, delivery, installation, and maintenance of new and existing security devices/systems. The Garrison in conjunction with Tenant Activities identifies areas in which systems are needed or need to be upgraded to ensure the appropriate regulations are followed. This system support includes providing technical assistance and training in the operation, and testing of the systems and related equipment. Provide and install interior intrusion detection systems complete with sensors, control units, battery back-up power supplies, and cable and communications line supervision as required. The current control units are the Focus 200 Alarm Panel and keypad. This panel communicates specifically with communication receiving equipment installed on APG. Aberdeen Proving Ground is approved to use this panel by Department of the Army, Office of the Provost Marshall General versus the Army Standard Integrated Commercial Intrusion Detection System (ICIDS). Performance Work Statement (PWS): see document attached to this notice. The Statement of Work (SOW) has been changed and updated since last posted on AFSI and is now referred to as a PWS. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Kathleen O'Mara, Contract Specialist kathleen.e.omara.civ@mail.mil in MS Word by 2PM (EST) on 11 March 2014. All responses must be received by the specified due date, no exceptions. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price contract.
