- NOTICE OF INTENT TO AWARD SOLE SOURCE The 502nd Contracting Squadron at JBSA-Lackland AFB, TX, intends to award a Sole-Source firm fixed price contract (in accordance with FAR 6.302-1), to Starlight Corporation, 500 Ala Moana Blvd., Suite 7-513, Honolulu, Hawaii, for C-5 Aircraft Services. The period of performance for this requirement is 01 April 2014 through 30 June 2014. The anticipated award date is 01 Apr 2014. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until the funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The NAICS code of this procurement is 488190 and the size standard is $30 million. This notice of intent is neither a request for competitive quotes nor a solicitation of offers; however, all quotes received not later than 13 March 2014, 10:00 A.M. (Central Standard Time) after notice of this publication of synopsis will be reviewed and considered by the Government. Information received will be considered solely for the purpose of determine whether conducting a competitive procurement is in the best interest of the Government. Responses must provide clear and concise documentation indicating a vendor's bona fide capability to provide these services. A determination by the Government not to compete this procurement action based on responses received is solely within the discretion of the Government. Verbal responses are not acceptable and will be considered. All information submitted should support the vendor's capability to provide the service required, and shall be furnished at no cost or obligation to the Government.
