- Amendment to solicitation FA4484-14-R-0005. Please read. On February 25 2014 a Site Visit was conducted for solicitation FA4484-14-R-0005 Security Barriers Systems Maintenance. Representatives from Concentric Security LLC, PSX Inc, Nextgensecured, B&B ARMR and EB Fence attended the visit. Personnel were escorted to entry locations on the McGuire and Lakehurst areas of Joint Base McGuire-Dix-Lakehurst. The following questions were asked. 1. The SOW requires annual maintenance as per the barrier OEM specifications. This means an annual oil change of the hydraulic units. The RFQ does not specify what type of oil to use, however there is a document that request the contractor be environmentally conscientious. My concern is that your office is going to receive proposals from contractors that will bid standard petroleum based hydraulic fluid. The barriers at McGuire drain directly into either a storm drain or at gate 9, a natural creek. The cost of vegetable based hydraulic fluid is 5 x standard hydraulic fluid, but is undoubtedly what is needed. Over the course of multiple option years, this could result in a 10-15 thousand dollar price difference over standard oil. We are not sure how the technical review team will be able to discern the difference in contractors bids and may unknowingly choose a contractor planning to use petroleum based products. RESPONSE: For Environmental Reasons, Vegetable based hydraulic fluid must be used. Please see amendment to solicitation for details. 2. The pricing pages of the RFQ call out (5) option periods over the base period, however the summary of prices page 24 totals with only (4) option years. Please clarify.
