Description
The USDA Natural Resources Conservation Service (NRCS) in Oklahoma requires the services of an Architec-Engineering (A-E) firm to perform legal boundary surveys. This acquisition will be conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This procurement is set aside for small businesses. The primary North American Industrial Classification System Code (NAICS) is 541310. The work will consist of conducting boundary surveys of four properties proposed for NRCS's conservation easement program. The four properties are located in the following Oklahoma counties: Pottawatomie, Caddo, Ottawa, and Washington. Specifications for the work are contained in Exhibit A, attached hereto and incorporated herein. The government contemplates the award a firm-fixed price contract. Question - The synopsis requires the services of an "Architec-Engineering (A-E firm" not a Land Surveying firm to perform legal boundary surveys. Which classifies this solicitation under 541310 - Architectural Services of the NAICS. Where's the language to perform legal boundary surveys? Answer - GAO has determined that legal boundary surveys qualify as A-E services and that Brooks Act selection procedues apply. Therefore, the NAICS code included in the announcement is the most appropriate code available. Question - What does the term Total Small Business mean? Answer - The total small business set aside means that only small businesses will be considered for award. Subcontracting is allowed. Proposed subcontractor qualifications will be considered along with those of the prime. Substitution of subcontractors after award will be limited to those approved by the contracting officer.
