Description
The Naval Air Systems Command intends to issue a delivery order under an existing Basic Ordering Agreement for effort regarding communications integration analysis and risk reduction for the Tomahawk Weapon System. This effort and analysis will include assessment of both impacts of the Advanced Weapons Communications Architecture (AWCA) and radio on the Guidance Electronics Unit - Replacement (GEU-R), and impacts of initial design, interface controls, and specification development for a replacement radio and associated antennas. For the purposes of this contract, NAVAIR intends to award the effort to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer and and manufacturer of the Block IV Tactical Tomahawk Missile. Raytheon solely possesses the data rights to the current configuration technical data packages for the BLK IV Tomahawk Missile. Raytheon currently manages the key requirements, interface, integration an verification documents for the Tomahawk Weapons System. AWCA will require extensive integration with the BLK IV Tomahawk Missile, particularly the GEU-R, as well as an Operational Embedded Software (OES) update. The integration will require specific engineering data for the BLK IV electrical, firmware, software and functional interfaces. The systems/subsystems interfaces required to develop the integration designs include the guidance and control system and executive computer control software, among others. Because detailed knowledge of the BLK IV Tomahawk Missile is required to perform the services and engineering support necessary, Raytheon is the only source capable of accomplishing the integration of this requirement in the required timeframe without significant duplication of cost. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
