Description
The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005 on behalf of Product Directorate (PD) Sensors Airborne Measurement and Signature Intelligence (MASINT) and Radars (SAMR), intends to solicit and award a three (3) year Indefinite Delivery Indefinite Quantity (IDIQ) type sole source contract with an ordering ceiling of $81.1M to Northrop Grumman Electronic Systems Corporation (NGES). The proposed contract will procure systems and provide support functions required to deploy and maintain the readiness and operational capability of the Vehicle And Dismount Exploitation Radar (VADER) Ground Moving Target Indicator (GMTI)/Dismount Moving Target Indicator (DMTI) sensor system. The VADER GMTI/DMTI is utilized for the detection of vehicles/dismounts and currently supports combat operations by providing surveillance capabilities for operations within the Central Command Area of Responsibility (AOR). The VADER Payload System is composed of the VADER Synthetic Aperture Radar (SAR)/ DMTI/ GMTI Radar and the VADER Exploitation Ground Station (VEGS) hardware/software components. The VADER Payload SAR/DMTI/GMTI radar is comprised of an antenna pod and receiver-exciter processor. This requirement addresses the acquisition of technical support services and material unique to VADER that only the Original Equipment Manufacturer (NGES) can provide: Engineering Support for VADER hardware (HW) and software/firmware (SW/FW) for the payload and VEGS HW/SW components; materials for updating, maintaining, and sustaining the VADER Payload and VEGS components; Logistics/configuration management; equipment retrofit/modification; technical and reach back support for VADER Payloads at CONUS/OCONUS locations; and acquisition of payloads and spares. The system support services and material are required to maintain system operational availability in order to provide continued surveillance capabilities at Forward Operating Bases and combat areas throughout the United States Forces Afghanistan theater. The VADER system has been designed and developed by NGES who has been producing, operating, and sustaining VADER for the United States Army. The Government does not possess technical data (drawings or specifications) that completely defines the form, fit, and function (F3) of the items being procured. Additionally, the F3 of the VADER and its spare parts are not defined in any nationally recognized industry standard or specification. This purchase will be made on an Other Than Full and Open Competition basis as authorized by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 25 March 2014 at 4 P.M.
