- Sources Sought - Contractor Information Form The intent of this notice is to identify potential offerors for market research purposes and to determine if commercial sources are available. The information will be used within the U.S. Navy but will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The Naval Facilities Engineering Command (NAVFAC) Far East is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for Facilities Support contracts. The scope of work will contain sites throughout Japan, including: Commander Fleet Activities Yokosuka (CFAY), Naval Air Facility Atsugi (NAFA), Commander Fleet Activities Sasebo (CFAS), Naval Air Facility Misawa (NAFM), Marine Corps Air Station Iwakuni (MCASI) and New Sanno Hotel, Tokyo. The work includes, but is not limited to, all labor, management, supervision, tools, material, and equipment required to perform inspection, certification, and support services for the following building systems: Boilers (excluding Central Utility Plant Boilers), and Unfired Pressure Vessels (UPV). The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the Facilities Investment function. Personnel inspecting, witnessing tests, preparing reports, and issuing certificates for boilers and UPVs must be qualified per UFC 3-430-07, Inspection and Certification of Boilers and Unfired Pressure Vessels, and appropriately licensed at the time of performance. The North American Industry Classification System (NAICS) is 561210, Facilities Support Services. This industry comprises establishments primarily engaged in providing operating staff to perform a combination of support services within a client's facilities. Establishments in this industry typically provide a combination of Government base facilities operation support services. These establishments provide operating staff to carry out these support activities; but are not involved with or responsible for the core business or activities of the client. A combination Firm Fixed-Price (FFP) and Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract is anticipated, with ID/IQ orders to be facilitated by the DoD EMALL Ordering System. The length of this contract is anticipated to be a base year plus four option years for a total of five (5) years. Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled "Sources Sought - Contractor Information Form." The following information shall be provided: 1) Contractor Information: Provide your firm's contact information. 2) Qualifications for Conducting Business in Japan 3) Locations: Identify the locations in which you are willing and capable to work. 4) Subcontractors: If known, provide subcontractor partnerships (Optional) 5) Experience: Submit a maximum of five (5) government or commercial projects your company has performed in the last 7 years, demonstrating your experience with Facilities Support Contracts, within the cost range of $1,000,000 to $5,000,000. For each of the projects submitted for experience evaluation, provide the following: - Title and location - Award and Period of Performance (Dates) - Contract or Subcontract Value - Type of Work - Customer information, including Point of contact (phone number, email) - Whether the work was performed in-house, and/or the degree of subcontracting - Type of Contract - Narrative of Services Provided Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond as soon as possible but no later than 07 APR 2014 @ 14:30 JST.
