Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office intends to procure services on behalf of the Bureau of Medicine and Surgery, (BUMED) to support the Navy ™s Returning Warrior Workshop Services. US Navy Reservists returning from deployment in support of Overseas Contingency Operations (OCO) face unique challenges that can cause increased stress in their lives and exacerbate deployment stress injuries such as Post Traumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI). Reservists face immense culture changes after completing a deployment, often going from a high tempo warrior community/mentality back into a more routine life where their civilian employers and family members may not understand or be able to relate to their deployment experiences. The Returning Warrior Workshop is designed to ameliorate some of the stress caused by deployment by supporting and facilitating re-integration of the deployed member back into his/her family, and by providing a non-threatening environment in which to identify and address potential issues that may arise during post-deployment reintegration. The ultimate goals of the Workshop are to improve the psychological health of the reservist and his/her family, and increase resiliency of the reservist and family members to better cope with future assignment and /or deployments. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECT CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The contractor shall provide training event planning services (e.g., planning, coordination, administration, and execution) for approximately 15 two-day Returning Warrior Workshops(RWWs) annually. These Workshops are held regionally in the United States and its territories, and are affiliated with the Navy Reserve ™s five regional Reserve Component Commands (RCCs). The placement of a firm fixed price contract in accordance with FAR 13.5, Test Program Procedures for Certain Commercial Items, is anticipated. The Period of Performance is from 01 September 2014 through 31 August 2015, plus one one-year option, ending 31 August 2016 if exercised. The option will be exercised in accordance with FAR 52.217-9. This requirement will be competed on a 100% small business set-aside basis. It is anticipated the solicitation, N00189-14-T-Z061, will be released around 26 March 2014. The solicitation will be made available electronically upon its release to NECO www.neco.navy.mil. The applicable NAICS code is 541990.
