- The US Department of Labor, Office of Job Corps is seeking qualified contractors with the qualifications and experience to provide construction services for the multi-phase modernization of the Detroit Job Corps Center. The work includes, but is not limited to, the demolition of three multi-story buildings, the renovation of one occupied multi-story building, and the construction of temporary transitional spaces to accommodate the work in the various phases. Also included in the work are hazardous materials abatement, miscellaneous site improvements in the form of general landscaping, service yard, entry, parking, drainage, connection to utility lines and site/security lighting. The estimated price range is between $5 million and $10 million. Prospective Contractors are requested to submit a statement of qualifications. Your statement of qualifications must provide sufficient information that will demonstrate the experience of your firm and shall include the following: 1. Previous projects of similar scope and value: A. General Contractor has completed two or more major multi-phase renovation projects located on operating high school or college campuses with a $5M to $10M constructed value within the last five years. General Contractors shall have also completed a minimum of two building demolition project and a minimum of one project including hazardous materials remediation within the last five years. Provide previous project examples. 2. Project Location: A. General Contractor completed three or more construction projects in the State of Michigan in the last five years indicating familiarity with local conditions and subcontracting community. Provide previous project examples. 3. Cost control, project schedule, safety, and quality of work: A. General Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. General Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. C. General Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. General Contractor has an Experience Modification Rating (EMR) Safety Rating of less than 1. Provide EMR Safety Ratings for 2013, 2012, and 2100. 4. Financial Capabilities: General Contractor is in sound financial standing with no claims or liens. General Contractor has sufficient financial capacity to bond a project in the $5M to $10M range. Provide aggregate and per project bonding capacity limits. Pertinent factors for consideration of qualifications (in order of importance): 1. Previous projects of similar scope and value 2. Project Location 3. Cost control, project schedule, and quality of work 4. Financial Capabilities This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON MARCH 28, 2014, BY 2:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: gloster.monica@dol.gov (Monica C. Gloster, Contract Specialist). Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database prior to contract award.
