Description

Justification and Approval (J&A) The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to LeapFile for the renewal of maintenance support for the LeapFile Software product currently installed at PBGC and used by multiple departments throughout the agency to securely transfer large files in compliance with security regulation. This is a sole source procurement as this vendor is the only provider of the maintenance for this software. The LeapFiles Secure Messaging Service is used by PBGC for accepting large file transfers from external sources, and for transferring large files internally within the PBGC network between recipients. This software service is critical for the PBGC to accept large data files from external sources outside of the electronic mail system. The contract action is being sought under the FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated Period of Performance (PoP) is a 12-month Base Period of March 2014 through March 2014 and two (2) 12-month Option Periods from March 2015 through March 2017. This is not a request for proposals but a Notice of Intent. No solicitation will be issued.
