Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-14-4389-02 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-64. The NAICS code applicable to this acquisition is 238160. The small business size standard is 500 employees. This procurement is set aside for small business. Retrofit Standing Seam Metal Roof Building 16 Tifton, GA. Summary: The Location is seeking to install a structural standing seam metal roof system over an existing roof on Bldg. 16 in Tifton with a 20 year no dollar limit, single source warranty from manufacture. The current roof consists of Multi-rib metal roof panels with exposed fasteners. The current roof has two layers on the roof currently. One layer is attached to the substructure, with purling on and insulation underneath the top layer. The top layer leaving the any insulation is to be removed and recycled with a weight ticked given to USDA and recycle. The roofing system and all components required for the installation shall be manufactured or approved for use by the roofing manufacturer. The successful contractor must be a roofing sheet metal installer factory trained, approved by the roofing system manufacturer and have a current certification. Statement of Work: 1. Provide all labor, materials, tools, equipment and other related services to furnish and install a structural standing seam metal roof system on Building 16. This is to include all flashings, curbs, trim, and other accessories to make the system complete and weather- tight. •2. Remove one layer of existing R- panels and screws and any flashing required to install new roof. •3. Remove all penetrations in roof that are no longer used. •4. Any exhaust vent piping to remain from existing heat units inside building, are to be replaced with new exhaust piping from unit and through roof. If allowable and code permits relocation and design of pipes is allowed. •5. Any penetrations located close to ridge at roofs highest point to be relocated a minimum of 3 feet from ridge. •6. All ridge ventilation vents to be modified to allow air flow to ventilate using new prevent ridge that is continues total length of building on hip roof. •7. All gutters and down spots to be to be removed and new downspouts to be located in same locations as old downspouts. •8. The contractor will be responsible for the design, construction and weather-ability of the roofing system. Installation shall be made in accordance with the Manufacturer's recommended procedures for a single source weather tightness warranty, minimum of 20 years from Manufacture. •9. Gutters and down spots are to be added to any side of the building that none exist at this time. •10. Between building not being reroofed and roof 2 and 3 is an oversized gutter to catch water. Remove and replace with same material as gutters and downspouts to match same type and color. •11. All joints in gutters are to be sealed with NPl caulk or type approved for weather tightness warranty for this project to match. Submittals: •1. Submit Manufacturer's product literature. •2. Submit shop drawings indicating methods and materials to be used. •3. Submit Manufacturer's single source warranty covering the roofing system against rupture, perforation, and structural failure due to normal atmospheric conditions and/or improper instillation by installer. •4. Submit Manufacturer's warranty on paint finish against cracking, peeling, blistering, chalking and color change. Delivery and Storage: •1. Unload and store materials at site designated by the C.O.R. •2. Contractor will be responsible for unloading materials and inspecting products for damage. •3. Store materials above ground, on skids. Protect material with waterproof Covering and allow sufficient ventilation to prevent buildup of moisture in materials from condensation. Warranty: •1. Manufacturer shall warrant the metal roof against rupture, perforation or structurally failing due to normal atmospheric conditions for a minimum of twenty years. •2. The Contractor shall provide a written warranty for two years from the date of final completion and acceptance, guaranteeing materials and workmanship for water-tightness and against all leaks. Contractor shall assure weather-tightness and water-tightness of the roof, without any cost to building owner. Bond: The Miller Act provides that a general contractor, who enters into a contract for the construction, alteration, or repair of any federal building, which contract exceeds the sum of $ 100,000, shall furnish a performance bond on behalf of the federal government. The performance bond guarantees that the contractor will perform all the conditions of the contract and will pay the government all taxes that are imposed by the government. Magnitude of Job: The price range for this requirement is $120,000 to $160,000. Period of Acceptance of Offers: The bidding contractors agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of quotations. Davis Bacon Wage Rates: Will Apply. A certified payroll form will be turned in with all pay requests. Payments by Electronic Funds Transfer: Payment under this contract will be made by Electronic Funds Transfer Evaluation of Quote: The Government anticipates awarding a contract resulting from this solicitation to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use contractors who have a track record of successful past performance or who demonstrate a current superior ability to perform. The following factors shall be used to evaluate your offer. Price Past Performance 1. Products: a. 1 1/2" structural standing seam metal roof panels of 24 gauge Galvalume construction. Panels are to be Green to match existing buildings roof color occupied by the USDA and shall have a Kynar finish baked on. b. Accessories such as clips, closures, fasteners, curbs and other related hard- ware shall be a product of or approved for use by the Roofing Manufacturer and shall be tested and approved in accordance with ASTM E 1592. c. Flashings, curbs and trim shall be of the same gauge, color and finish to match the roof panels. All rubber roof jacks are to be of matching color and type. d. Trim, ridge caps and downspouts are to be of a Kynar finish and 24 gauge galvalume construction to match new panels in color. e. Install prevent vented ridge at ridge continues from one side to the other. 2. Instillation: a. Inspect substrate to insure all substructure and framing members are sound and compatible to the roofing system. Provide a written report of discrepancies to the C.O.R. b. Do not begin installation until unsatisfactory conditions are corrected. c. Verify substrate is uniform, even and symmetrical by running a string test. Inspect to insure all sub-structure is flat so when panels are applied they do not appear wavy or distorted. d. Metal roofing system shall be installed plumb, level and straight. e. Panels shall be continuous from ridge to eaves with no end laps. f. No face penetrations or perforations shall be made in the exposed face of the metal panels by fasteners. g. Installation shall be made in accordance with the Manufacturers recommended procedures. h. Exercise proper care during installation to avoid damage or scratching of roofing panels. i. Installer shall be licensed to do business in the state of Georgia. j. Contractor shall be responsible for providing all material and labor to complete all work in accordance with the statement of work. k. Contractor shall recycle all material that is deemed to be recyclable. All recycled material shall be weighed and a record kept of all recycled materials. 1. Contractor shall provide proof of workman's compensation and General Liability Insurance for all persons on site for contractor. m. Contractor shall leave the job site in same or better condition it was in when job was started. All trash, debris and excess material shall be disposed of upon job completion. This solicitation incorporated the following FAR clauses, provisions and addendums: 1.108(d)(3) Personal conflict of interest by employees of Government Contractors. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Governments's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
