Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing MESO TM QuickPlex SQ 120. The NIDDK Clinical Core Lab is committed to the identification of various gut hormones and metabolic proteins that manifest in disease such as Type 2 Diabetes, Kidney disorders, and Obesity correlations. Measuring the levels of specific proteins in samples obtained from patients treated in our clinic helps us to identify the molecular pathways active in their disorder, and will also help us evaluate the efficacy of novel experimental therapeutics and treatments designed to treat these diseases in clinical trials. Electrochemiluminescence (ECL) generated using Ruthenium chelates allows light emission to be used to detect low concentrations of sacrificial co-reactants such as oxalate and tripropylamine. Progressive development of this technology has led to the detection of attomolar concentrations of the ruthenium chelate under conditions that are compatible with protein and polynucleotide binding reactions, thereby enabling unprecedented levels of sensitivity in analyzing the content of biological samples. Conventional biochemical detection methods such as immunoblotting or enzyme-linked immunosorbant assays (ELISA) are not comparable. While mass spectrometry offers similar levels of sensitivity, it is not high throughput, not easily adapted to complex biological samples, and uses far more costly instrumentation. The QuickPlex TM system includes the following items: 1) Meso QuickPlex SQ 120 Instrument Compatible with MSD QUICKPLEX® and MULTI-SPOT® 96-well plates. 2) QuickPlex External Power Supply, USB 3.0 Cable, Power Cord (type varies by region) 3) Laptop Computer, Windows 7, Power Supply with US and EU Power Cord 4) DISCOVERY WORKBENCH® Data Analysis software (installed on the instrument computer) 5) External Wireless Mouse, MSD Red 6) Uninterruptible Power Supply (UPS, model varies by region) 7) MESO QuickPlex Electronic Plate The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516with a size standard of 500. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis by no later than 10 days prior to close of business (11:00 A.M. local time at designated location) on March 25, 2014. Responses by FAX or E-MAIL WILL NOT BE ACCEPTED. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
