Description

THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). Eglin Air Force Base (AFB) FL intends to award a requirement for a firm fixed priced design build construction contract for a Repair and Relocate 115KV Transmission Line, on Eglin AFB FL. The North American Industry Classification System (NAICS) code for this requirement 237310 and size standard of $33.5M. This procurement is Full and Open Competition. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3 source selection. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. The solicitation will be advertised as Unrestricted Full and Open Competition. Formal source selection procedures will be followed to award to the Best Value Source Selection offeror as prescribed by Federal Acquisition Regulations (FAR) Part 15 as applicable. The contract will be procured using competitive proposals as it has been determined in accordance with FAR 6.401(b) to be the most appropriate method of contracting for the subject project. This procurement is subject to the availability of project funding. Description of Contract: The work under this contract consists of removing existing 115KV transmission line and wood poles from the Valparaiso substation and Main Base substation. The distance between Valparaiso substation and Main Base substation is approximately 3 miles. A new transmission line shall be re-routed overhead where possible to avoid the Clear Zone and routed underground where overhead installations are not possible to avoid the Clear Zone. Both the overhead and underground 115KV transmission line routing must be agreed to and approved by the government. The performance period is for one year, 365 calendar days. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The work is located at Eglin AFB, FL. The magnitude of proposed construction is between $5,000,000.00 and $10,000,000.00. THIS SOLICITATION AND ANY AMENDMENTS ARE PAPERLESS AND WILL BE AVAILABLE ON THE INTERNET ONLY. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.fedbizopps.gov) on or about 08 April 2014. No response to this notice is necessary and no source list will be maintained. Prospective contractors must be registered in the DoD System for Award Management (SAM) database (www.sam.gov/portal/public/SAM/)) prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for a timely award. The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to the offeror by the Government. Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for federal contract awards. The information being requested does not constitute a commitment on the part of the Government to award a contract nor to pay for any costs incurred as a result of replying to this notice. A pre-proposal site visit will be scheduled approximately two weeks after issuance of the request for proposal. All questions regarding this notice are to be submitted in writing via E-mail.
