Description
Description : This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC, is conducting a market survey to determine the interest and capability of small businesses including HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business Firms, Small Disadvantaged Business, and Woman-Owned eligible to compete under NAICS 541690 with a Size Standard of $14.0 Million for a NextGen Sequencing Project. This request is for sequencing to be performed using an Illumina HiSeq2000 or HiSeq2500 series sequencing instrument and a Roche GS FLX sequencer instrument. The primary goal of this task-driven NTP contract will be use of NextGen sequencing technologies combined with either metabolomics or proteomics platforms to achieve mechanistic insights into chemically-induced toxicity in support of the toxicity testing programs of the NTP. Changes in gene, protein, and metabolite expression can be interpreted as molecular biomarkers which can precede or inform histopathology and provide mechanistic insight into toxicity or cellular transformation. To accomplish project goals, a NextGen Sequencing Station Support Contract will provide for 1) RNA or DNA extraction from submitted specimens, sequence library construction, and NextGen DNA/RNA sequencing services; 2) accompanying bioinformatics support for sequence alignment and appropriate sequencing statistics; 3) targeted sequencing analysis involving transcript confirmation; 4) metabolomics and proteomic analysis of tissues, cells, biofluids or other relevant specimens of interest to the NTP. The scope of samples that could be analyzed under the contract will be wide-ranging. For example, analysis of liver samples collected from control and chemically-treated rats or mice could be initial target organs of interest. However, other sample types for analysis could include isolated or cultured cells, various biofluids like serum or urine, various organs or tissues, normal or neoplastic tissues, or formalin fixed paraffin-embedded (FFPE) tissues. Specimens could be from rodent species but could also originate from humans, aquatic species such as zebrafish, or invertebrate species such as Caenorhabditis elegans. The offeror will describe technology platforms to demonstrate experience, knowledge and expertise in NextGen genomic sequencing with accompanying procedures, instrumentation, key personnel, and facilities. In addition, molecular, proteomic, and metabolomic technology platforms proposed by the offeror are intended to complement and extend results from RNA or DNA sequencing efforts. Metabolomics will primarily be based on liquid chromatography-mass spectrometry (LC-MS) and gas chromatography-mass spectrometry (GC-MS) platforms. Proteomics will be mass spectrometry-based platforms for protein identification and quantitation. It is anticipated that NextGen Sequencing and supportive analysis by metabolomics and proteomics would be provided from use of instruments and resources in one facility or research institution under one contract. NIEHS will furnish the biological samples for analysis. No equipment will be furnished by NIEHS under this contract. The offeror will frequently update the chemistry and software of the Illumina HiSeq2000 series sequencing instrument (HiSeq2000 or HiSeq2500) to maximize number of paired-end sequence reads per lane. Current versions of Illumina chemistries and imaging software as of January, 2014 yield more than 200 million reads per lane. It is anticipated that refinements in sequencing chemistries, instrumentation and software will increase the number and accuracy of reads per lane in 2014. This is to be a Firm-Fixed Price Contract for a base year and two (2) option years. Interested firms responding to this market survey must include the solicitation notice number and provide the following: (a) Company name, address, phone number, primary contact(s), e-mail address, business classification/size, and DUNS number. (b) Capability statement that demonstrates your experience, skills, and capability to fulfill the Governments requirements and ability to perform contract objectives. The capability statement shall be in sufficient enough detail so that the Government can determine whether your firm can meet the requirements. Responses should provide information to briefly address the following areas: (1) description of the facility; (2) description of staff and staff expertise; (3) description of relevant instrumentation; (4) description of current in-house capability and capacity to perform the work; (5) description of respondent experience that includes prior completed projects of related nature; and (6) respondents' opinions about the feasibility of the potential requirements for the acquisition proposal, possible solutions and approaches for innovative ideas or concepts relating to goals of the proposal.
