Description
The U.S. Coast Guard Base National Capital Region Procurement and Contracting Division (PCD) is seeking information about an online training course entitled: MGT514: IT Security Strategic Planning, Policy and Leadership course. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and it does not constitute a Request for Quotes (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the USCG to contract for any supply or service. Further, the USCG is not at this time seeking quotes and will not accept unsolicited quotes. Responders are advised that the USCG will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The responses to this RFI may be used to assist the USCG in developing a statement of work and evaluation criteria in support of a future procurement. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Mastering the Strategic Planning Process for IT Security: The MGT514 course will teach the entire strategic planning process: what it is and how to do it; what lends itself to virtual teams; and what needs to be done face to face. Students will practice building those skills. Topics covered in depth include how to plan the plan, horizon analysis, visioning, environmental scans (SWOT, PEST, Porter's etc.), historical analysis, mission, vision, and value statements. Aso discussed is the planning process core, candidate initiatives, the prioritization process, resource and IT change management in planning, how to build the roadmap, setting up assessments, and revising the plan No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. This requirement is considered to be a commercial service. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Responses: Interested parties are requested to respond to this RFI with an information package and capabilities statement. The information package(s) are due no later than 3:00 PM EST on March 13, 2014 and shall be submitted via e-mail only to Nelson.S.Concepcion@uscg.mil. Please note that the USCG will not accept any type of proprietary information. Please be advised that all submissions become USCG property and will not be returned. The information package shall be limited to ten pages (8.5 x 11) and shall include the following as a minimum: Name, mailing address, delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. Verbal questions will NOT be accepted. Accordingly, questions shall NOT contain proprietary information.
