Description
NASA/GSFC has a requirement for a one year maintenance agreement for emergency on site repairs and preventative maintenance service visits for the following: QP-5050A mas spectrometer, GC-17A gas chromatograph, OAC-201 autosampler, GCMS-QP2010 Ultra El gas chromatograph/mass spectrometer, AOC-5000 autosampler, DI-2010 direct insertion probe, LINEX-DMI Optic 4 Liner exchanger, Optic 4S inlet and LINEX CDC station. Also, under this Extended Warranty Plus, the turbo pump and roughing pump rebuilds are included. NASA/GSFC intends to purchase this service from Shimadzu Scientific Instruments. Shimadzu is the only company that has certified Shimadzu Service Engineers uniquely trained in the operation, repair and maintenance of the proprietary system design that was also manufactured by Shimadzu Scientific Instruments. Authority is FAR 13.106B(i) Only one source reasonably available. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 27, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
