- NASA/ARC plans to issue a Request for Proposal (RFP) for the NASA Academic Mission Services (NAMS) requirement. The NAMS contract will provide Ames Research Center (ARC) with capabilities to fulfill mission requirements from fundamental research and development through field-test deployments and operational science missions. This effort will provide academic or university-based research support for science and engineering teams at the Center. Offerors will need to demonstrate effective methods for attracting and retaining leading edge researchers and facilitating interactive participation and engagement of researchers and students with NASA ARC. A previous Sources Sought Notice (NNA14488849L) for this requirement was posted on August 22, 2013 as part of ARCs market research. A previous Synopsis for this requirement was posted on November 07, 2013 under the number NNA1488849R. At this time the Government is releasing a DRAFT Request for Proposal (DRFP). The Government is seeking written comments from interested parties on the DRFP, NNA14488849R, NAMS. The due date for responses is March 31, 2014. The Government intends to hold the Pre-Solicitation Conference (Industry Day) at NASA Ames Research Center, Moffett Field, CA the morning of Mar 19, 2014. Additional information regarding the upcoming Pre-Solicitation Conference will be provided at a later date. The anticipated release timeframes of specific procurement actions are as follows: Industry Day Mar 19, 2014; Final Solicitation (RFP) release May 2014; Proposal due date July 2014 (45 days following issuance of final solicitation); Oral Presentations July 2014; and Contract Award anticipated Dec 2014. The firm date for receipt of proposals will be stated in the RFP. The Government does not intend to acquire a commercial item using FAR Part 12. Competition for this requirement is limited to domestic degree-granting universities, university systems, or non-profit organizations using the authority of Federal Acquisition Regulation (FAR) 6.302-3Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. The NAICS Code and Size Standard are 541712 and 500, respectively. All responsible sources within the limitations stated above may submit an offer which shall be considered by the agency. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is https://prod.nais.nasa.g ov/cgibin/EPS/bizops.cgi?gr=D&pin. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
