- SMALL BUSINESS MULTIPLE AWARD MECHANICAL CONSTRUCTION CONTRACT, NSA, CRANE, IN. THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.fbo.gov. The Request for Proposals (RFP) and Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR'S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Debbie Dills via e-mail at debbie.dills@navy.mil. This solicitation will be issued as a 100% Small Business Set-Aside procurement. Release date for the Phase I RFP is scheduled for March 26, 2014 with Phase I proposals due April 25, 2014 at 2:00 p.m. Eastern time. Provide all labor, equipment, tools, supplies, transportation, supervision, quality control, professional design services, and management necessary to perform various mechanical construction, corrective & preventative maintenance, repair and replacement of existing heating, ventilating, and air conditioning (HVAC) and plumbing systems and associated components including equipment replacements and incidental related work. Work on Variable Refrigerant Flow (VFR) systems, HVAC controls, Direct Digital Controls (DDC) and Pneumatic Controls, including associated electrical hookups and building distribution systems may, be required. Individual task orders may also include work for other building related mechanical support systems such as those for compressed air, steam, hot water, process water and industrial ventilation. Hazardous material abatement, including but not limited to asbestos, lead, cadmium, chromium and PCB's, may be required. Work in and around explosive facilities will be required. Task orders may be issued for service calls and repairs. Task orders may be issued for preventative maintenance. Larger replacement projects will be issued as either fully designed projects or design build projects for the Naval Support Activity (NSA Crane), Crane, Indian, by means of a multiple award indefinite quantity contract. Work includes but is not limited to mechanical construction, corrective & preventative maintenance, repairs & replacements at the Naval Support Activity (NSA) Crane, Indiana and the Glendora Test Facility, Sullivan, Indiana. The Government may award approximately five (5) contracts resulting from this solicitation to those offers whose proposals conform to the solicitation will be the most advantageous to the Government, price and other factors considered. Each of the successful contractors will have an opportunity to submit a proposal and compete for task orders issued under the MACC Contract. Task Orders will be issued and competed for the accomplishment of various types of general construction projects between $2,000.00 and $2 million to accomplish various types of mechanical construction projects, including design-build and fully designed projects, as well as projects with minimal or no design required. Prices will be fixed upon issuance of individual Task Orders. The actual amount of work to be performed and the time and place of such performance will be determined by the Contracting Officer or his properly authorized representative, who will issue written Task Orders to the Contractor(s). All Contracts awarded under the MACC Contract shall be for a 12-month base period, plus four 12-month option periods to be exercised at the Government's discretion. Each selected contractor will be guaranteed a minimum of $20,000.00 for the contract. The total contract maximum is $20 million regardless of the number of contractors selected or the amount of work awarded to each contractor. The overall term of the MACC Contract shall not exceed 60 months, or the total value of all awarded individual contracts shall not exceed $20 million, whichever comes first. Each contractor will be allowed to compete for a share of the potential $20 million in Task Orders. This procurement consists of two phases in accordance with FAR 36.3, Two-Phase Design Build. The most highly qualified contractors evaluated in Phase I (not more than ten (10)), will be provided the opportunity to compete in Phase II for award of this contract. Phase I of the procurement is a narrowing phase to a maximum of ten (10) offerors based on evaluation factors that include Technical Approach, Experience, Past Performance, and Safety. Only those highly qualified offerors selected in Phase I whose proposals conform to the RFP and are determined to be the most advantageous to the Government resulting in the best value will be allowed to proceed with Phase II. In Phase II, the offerors will be required to submit technical and price proposals for the seed project(s). NAICS Code is 238220 - Plumbing, Heating, & Air Conditioning Contractors, with a size standard of $14 million. SEED PROJECT: As part of the Phase II proposal, the contractors shall provide both a cost proposal and technical proposal including a concept design and performance narrative and other information as required in the solicitation documents for the following design build project for the HVAC Renovation of Building 3235 at NSA Crane, which is a mixed occupancy facility which includes an office area, laboratories & battery test cells. Each of these three areas have independent air handling systems serviced by a common hot water heating system & common direct digital control system. The scope of the project includes replacement of the entire HVAC system serving the office area with a high efficiency variable refrigerant flow system, replacement of the hot water boiler with two condensing boilers, glycol feeder, replacement of hot water heater, new dedicated outdoor air system, heating hot water pumps and related hydronic accessories and a new independent direct digital control system for the office area. Related work includes replacement of the existing suspended ceilings and includes electrical work as necessary to support the new mechanical systems. The HVAC systems serving the laboratories and battery test cells are not included in the scope of this project, with the exception of work related to the new central hot water system which will include hot water hydronic test and balancing throughout the entire facility. Since the renovations will replace the existing boiler with (2) new boilers, which support area of the facility which are not in the area of renovations and must remain functional, the office portion of the facility will be available to the contractor to start work on April 1, 2015 and the BOD shall be on or before July 31, 2015. Specific evaluation factors will be identified in the request for proposal. The estimated price range for the Seed Project is $500,000.00 - $1,000,000.00. This project will be the first task order issued on this contract and will count towards meeting the guaranteed minimum of one of the awarded contractors. Note: Other seed projects may be added at a later date and will be identified in the Phase II RFP. If other seed projects are added, the same contractor may be awarded one or more of the seed projects or each seed project may be awarded to a different contractor. Those selected contractors not receiving a seed project award will be awarded on one-time guaranteed minimum of $20,000.00.
