- SOURCES SOUGHT SYNOPSIS: Solicitation Number: FA8201-14-R-Mylar Notice Type: Sources Sought Synopsis: 1.0 Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 323111 which has a corresponding size standard of 500. If you ascertain another NAICS code/Supply Code is more appropriate the government is open to suggestions. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women_owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionaly, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2 Below is a document containing a description of Mylar Duplication and Digitization Services requirement and a Contractor Capability Survey, which allows you to provide your company's capability. 1.3 If the Government decides to conduct procurement as a result of the market research, a separate pre-award synopsis of that procurement will be posted to FEDBIZOPPS and/or GSA. Interested companies are requested to submit a summary outline of their qualifications to perform Mylar Digitization Services. References to vendor web pages will not be accepted. The Government will not entertain any questions at this time. Please note that we cannot return your submissions to you. 1.4 Both large and small businesses are encouraged to participate in this Market Research. 2.0 This request for Sources Sought is for planning purposes only and shall not be considered an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), and is not to be construed as a commitment or obligation by the U.S. Government. No contract award will be made as a result of this sources sought synopsis. All submissions will be at no cost to the government 3.0 Program Details: REQUIREMENTS DESCRIPTION Mylar Duplication and Digitization Services PURPOSE/DESCRIPTION The USAF is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for Integrated Aeronautical Mylar Support Services for large format, un-dimensioned drawings on stable-base material as described in the attached Performance Work Specification. Support services include Integrated Logistics Support Program Management, Mylar Digitization, Mylar Precision Plotting, Mylar Restoration, and Mylar Engineering. Due to the high degree of accuracy required for Mylar products and services, the precision technology involved and the close liaison needed to support daily production activity, a single contractor with demonstrated capability to provide all Integrated Aeronautical Mylar Support Services is required. Can you provide logistics management support, mylar precision plotting, mylar restoration, and mylar engineering services for large format mylars up to 48 inches by 180 inches, providing digital raster imagery in the TIFF G4 Format, maintaining precise geometric accuracy within plus or minus s.0025" over 48" x 180" with an optical resolution of 2540 DPI and geometric accuracy of 100 microns? 2. Can you sustain production and final delivery of up to 20 digitized mylar drawings per day, including metadata delivery for each mylar? 3. Is your facility in close proximity to Hill AFB, UT. (Required to effectively provide the level of precision plotting support required and to rapidly transfer physical custody of original mylar drawings)? 4. Has your company provided government contractual aircraft engineering data type services before? Part III. Hardware Production Questions: Describe your capability and experiences to precisely convert large format Mylar drawings up to 48" x 180" to digital raster imagery in TIFF G4 format maintaining precise geometric accuracy within +/-.0025" over 48" x 180", an optical resolution of 2540dpi and geometric accuracy of 100 microns.
