Description
SPECIAL NOTE: THIS MARKET SURVEY HAS BEEN REOPENED AND EXTENDED TO 17 MARCH 2014. IT IS REQUESTED THAT ALL INTERESTED PARTIES RESUBMIT THEIR RESPONSES TO BOTH OF THE FOLLOWING EMAIL ADDRESSES: JASON.P.MACKIE.CIV@MAIL.MIL. AND LISA.FORMOSO.CIV@MAIL.MIL. M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuze Market Survey The U.S. Army Contracting Command (ACC) - New Jersey NJ 07806-5000 (Installation: Picatinny Arsenal), in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify qualified sources to produce the M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuzes. The M734A1 fuze has four selectable functions: two proximity Height of Burst settings (60/81 PRX and 120 PRX); Impact (IMP); and Delay (DLY). The M783 fuze has Impact and Delay capability and shares many of the same components as the M734A1. The M734A1 and the M783 Fuze can be used on 60mm, 81mm, and 120mm High Explosive (HE) and 60mm and 120mm White Phosphorous (WP) Smoke Cartridges. The two fuzes will be procured under the same contract. The Offeror must possess the necessary skills and facilities to fabricate and deliver the above components. Potential candidates must have manufacturing experience for similarly complex fuze production. Subject to approval, competition is limited to U.S. and Canadian sources. The U.S. Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for a single award, Firm-Fixed-Price (FFP) contract with a base year and four (4) option years to cover requirements for Fiscal Years (FY) 2015 through 2019. The Government's estimated maximum quantity is 192,820 for the M734A1 Fuze and 666,865 for the M783 Fuze. Both the M783 and the M734A1 fuze shall be manufactured to Government owned Technical Data Packages (TDPs), drawings, and specifications, which are coded as Distribution Statement D (authorized distribution of technical documents to Department of Defense components and their contractors). The TDPs will be made available through the Procuring Contracting Officer upon request, and after submission of a valid DD2345 and signed Non-disclosure Agreement (NDA). Interested contractors should submit a summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities, past experience as a manufacturer of fuzes or similar items, monthly production capacity and/or potential capacity, possible partnering/teaming arrangements, or if the company is a large or small business and CAGE Code. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. Interested firms should provide this requested information to Jason Mackie and Lisa Formoso via email ONLY to: jason.p.mackie.civ@mail.mil and lisa.formoso.civ@mail.mil. Telephone inquiries will not be accepted. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
