- "THIS IS A SUBCONTRACTING OPPORTUNITY" Prevailing wage rates are required. Edison Job Corps/ResCare, Inc., contracting for the U.S. Department of Labor, for the operation of Edison Job Corps Center, is currently soliciting written proposals for the discribed scope of work written below for the Edison Job Corps Center. Job Corps, a federal program administered by U.S. Department of Labor provides Academic and Vocational Training to economically disadvantaged youth between the ages of 16 to 24. Scope of Work (SOW) 1. Utilization of tape shielded cable at the service entrance to the Y-Y configuration oil type pad-mounted transformer serving Female Dormitory Building 15 (installed 2003) results in inadequate grounding and bonding. Inadequate grounding leads to unsafe condition for the center personnel maintaining this transformer and for the students due to unstable and fluctuating voltage in the building. 2. Missing neutral was provided from the riser pole to the manhole during the emergency site visit regarding power outage in Dormitory Building 1. However continuity of the neutral as well as grounding and bonding at the riser pole, manhole and both transformers serving Buildings 1 and 15 is in question. Neutral continuity at both transformers serving buildings 1 and 15 needs thorough verification by the certified medium voltage electrical engineer. Missing neutral, uncontinuous neutral, improper grounding and bonding lead to unsafe condition. 3. Three disconnect switches mounted at the back of the pad-mounted transformer serving Gymnasium Building 4 obstruct minimum required working space at the transformer location and increase time needed to replace this transformer in case of a failure. These disconnects need to be remounted on the independent support structure. Three disconnects consists of the 600A and 400A disconnects serving Gymnasium Building 4 and one 200A disconnect serving Cabana Building 12. 4. Service entrance to the pad-mounted transformer at Gymnasium Building 4 is inadequate due to the multiple improperly supported taps, poor connections, and inadequate installed PVC conduit. Improper connections and taps could result in overheating and power outages. 5. The middle voltage secondary distribution system belongs to the center and center maintenance personnel involved in the electrical equipment maintenance (four persons) should receive at least 8 hour training course covering requirements of NFPA 70E. NFPA 70E "Electrical Safety in the workplace" was adopted in state of New Jersey at May 2012. The NFPA 70E requirements cover standards and practices to be followed to protect workplace from arc flash safety hazard. Lack of training could lead to unsafe workplace condition.
