- Draft RFP comment form Use and Non-Disclosure forms for Underwater Systems DATA Use and Non-Disclosure forms for DATA Solicitation Number: N0002413R6282 Notice Type: Special Notice Synopsis: THE SOLICITATION NUMBER FOR THIS REQURIEMENT HAS BEEN CHANGED TO N00024-14-R-6203. ALL FUTURE ANNOUNCEMENTS WILL BE FOUND UNDER THE NEW SOLICITATION NUMBER. The Naval Sea Systems Command (NAVSEA) intends to post, on FEDBIZOPPS as a Special Notice, a draft AN/BYG-1 Payload Control System Request for Proposal (RFP) on or about 31 March 2014. Hard copies of the draft RFP will not be provided or mailed. Prospective Offerors are advised that the Government will accept comments only pertaining to the draft RFP for two weeks from the date of the draft RFP posting on FEDBIZOPPS. This RFP will be revised prior to, or with the release of, a final solicitation. Potential Offerors shall submit any comments regarding the draft RFP via email to Mr. Pete Richmond at peter.richmond@navy.mil. All comments shall be emailed directly using the subject line "AN/BYG-1 PCS DRAFT RFP" and submitted on the form which shall be attached to the draft RFP posting. No comments, questions or inquiries shall be made of any Government person other than the Point of Contact (POC) listed above. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance by time of award; however, all offerors must be able to receive classified portions of the solicitation up to the SECRET level and must be a United States (US) company or an independent US subsidiary. NAVSEA Program Executive Office, Submarines (PEO SUB) has established an Electronic Technical Information Center (E-TIC) to serve as the repository for unclassified technical information related to AN/BYG-1 Payload Control System (PCS). The program office is providing this information prior to releasing the request for proposal solicitation to assist companies in developing quality proposals. The performance specification and other related controlled documents will reside at the E-TIC. The E-TIC will be incrementally populated as the documentation becomes available. Periodically review FedBizOps and the data exchange for updated technical documents. Classified information is currently not available for industry. To gain access the E-TIC, the following requirements apply. You must be a US Citizen or Permanent Resident Alien and complete the Use and Non-Disclosure Agreement (Attachment 1) and the Underwater Systems Use Agreement (Attachment 2). Completely fill out and scan to PDF the Use and Non-Disclosure. Agreement and the Underwater Systems Use Agreement. Incomplete agreements will not be accepted. No more than 2 people per company will be approved for access. Email Ms. Holly Mosurick (holly.mosurick@navy.mil) and Mrs. Laura Neske ( laura.neske@navy.mil ) a PKI signed message including the scanned in Use and Non-Disclosure Agreement and Underwater Systems Use Agreement documents. The subject line of the email should read "AN/BYG-1 PCS Data Interchange Access Request". A valid PKI certificate is required to apply for access. The E-TIC website is the Advanced Interactive Management Technology Center (AIMTC). AIMTC is hosting the Payload Control System (PCS) E-TIC. The prospective offerors must have a valid CAC or DoD Approved External Certification Authority (ECA) certificate. To gain access to the PCS documentation site, a user must obtain their own PKI or CAC certificate and install that certificate on the computer that will be used to access the site. PKI certificates are in two forms: ECA certificates that are installed onto the computer or a CAC card (smart card) with embedded certificate that is read by a CAC card reader. You are eligible to receive a DoD CAC card if: •1) You are a DoD employee. •2) You are an entity inside the DoD firewall by residing onsite at DoD facilities If you meet the above requirements, contact your government department supervisor or government POC for information on the appropriate security coordinator to contact to obtain the CAC card. All others must meet the eligibility criteria for obtaining an External Certification Authority (ECA) certificate and purchase a certificate from one of the following approved DoD ECA vendors: Operational Research Consultants, Inc. Click send at the bottom of the page. The issuance of a draft RFP does not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract.
