Description
DESCRIPTION: Sources sought for a commercial, performance-based services acquisition, which may result in a solicitation for a firm-fixed-price (FFP) contract with two, one-year option periods. The expected phase-in/base contract period is 12 February 2015 through 11 February 2016. The purpose of this synopsis is to gather interest, capabilities, and past performance (i.e., relevant and recent) of interested vendors capable of supporting the Information Technology Support Services (ITSS) for the Army Civilian Information System-2 (ACIS2) requirements for Headquarters, Department of the Army, Deputy Chief of Staff, G1 (HQDA DCS/G-1), Fort Belvoir, VA. BACKGROUND: The Assistant G-1 for Civilian Personnel-AG-1(CP): directs the development of civilian personnel policy and exercise staff supervision of the civilian personnel management system; advises and assists the Assistant Secretary of the Army (Manpower & Reserve Affairs), ASA (M&RA), and other Army leaders on civilian personnel policy as it relates to personnel developments; develops and administers a civilian force alignment strategy in coordination with the ASA(M&RA); advises and supports the personnel developers in their overall civilian personnel development responsibilities to include, but not limited to-developing Army Civilian Training, Education, and Development System (ACTEDS) plans, establishing career ladders, and outlining technical and leadership training, as appropriate, (b) Ensuring the civilian personnel management data systems support proponent requirements, and (c) Providing assistance in achieving diversity and correcting under-representation within individual career fields; (5) delegating civilian personnel administration responsibilities, as necessary; and (6) developing and administering a civilian force alignment strategy in coordination with the ASA(M&RA). Within the AG-1(CP), the Civilian Information Services Division (CISD) provides operational support to a variety of civilian personnel management programs. The support includes investment certification, enterprise architecture documentation and programming and executing budgets for automation, training, and centralized civilian personnel operations. The CISD is responsible for development and sustainment of all Army Enterprise Civilian Human Resource (HR) Information Systems and efficient procurement, accountability, operation, and security of IT infrastructure. OBJECTIVES: The objectives are to obtain Information Technology (IT) support for the Office of the AG-1(CP) with responsibilities for the following: setting long-range, strategic direction and policy governing the management and utilization of Department of the Army civilian employees; management and oversight of program and policy development to ensure effective career management of civilian employees through all HR life cycle phases; support to the Civilian Human Resource Agency (CHRA) which is responsible for the management and operation of Regional Processing Centers (RPCs) and Civilian Personnel Advisory Centers (CPACs) Army-wide that perform all activities associated with accessing and sustaining Army's civilian force to include recruitment, force shaping, development, pay and benefits and employee relations; and performance management of employees and administration of the civilian personnel program Army-wide. Company type and socioeconomic factors (e.g., small business data as cited within its active SBA DSBS profile). 3. If the interested vendor is an existing GSA Schedule Contract holder, an Army Enterprise Contract holder, and/or an Army Computer Hardware, Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions-2 Services (ITES-2S) or Information Technology Services-Small Business (ITS-SB) contract, include the following: contract number, NAICS Code, and issuing agency's name. 4. Capabilities Statement. An interested vendor should demonstrate its ability to: a. Provide all personnel, management, supervision, equipment, transportation, tools, supplies, materials, except that which is made available by the government as Government-Furnished Property (GFP) and Services. b. Perform services and produce deliverables for specific tasks such as, but not limited to: Management; Database Administration Support; Data Management Support; System Administration Support; Application Support; Configuration Management and Quality Assurance Support; Logistics and Supply Support; Enterprise Infrastructure Engineering Support (RDT&E); SharePoint and Website for ASA(M&RA)DCS /G1 Support; Data Center Support; System Operation Center Support; Helpdesk Support; IT Acquisition Support; Business Reporting Support; Organizational Documentation Support; Database Administration Support (DBA) (RDT&E); Data Management Support (RDT&E); Application Support (RDT&E); and Extract, Transform, and Load (ETL) Migration to ALTESS (OMA). c. Past Performance as a prime contractor or major subcontractor (i.e., relevant-similar in size (minimum greater than or equal to $8 million per year); nature of work/scope as related to ITSS; and recency-ongoing services or must have been performed during the past three years. For example: (1) How many contracts did your company have as the prime contractor for ITSS-related services? (2) What was the duration of cited contracts? (2a) For whom (i.e., academic, industry, public, or government groups)? (2b) What was each contract's price range (i.e., minimum greater than or equal to $8 million per year)? (2c) If quality awards received, include title, issuing agency, and date received. (2d) If certifications are held, include description, date received, and expiration date. (2e) References for cited examples should include: company's full, legal name and address; contract number; and point of contact's name, title, e-mail address, and telephone number).
