Description
Repair Main Apron Access and Alert Pavements--- This is not a request for offers or proposals. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this notice. The Government plans to issue a solicitation and award a contract to Repair the Main Apron Access and Alert Pavements at Buckley Air Force Base, Aurora, Colorado subject to availability of funds. The Government is researching to identify potentially qualified 8(a) contractors, Historically Underutilized Business Zone contractors (HUBZone), Service Disabled Veteran-Owned Small Business contractors (SDVOSB), and Small Business contractors (SB). United States Property & Fiscal Office - Colorado anticipates the solicitation and award of a contract to REPAIR RUNWAY 14/32 AT Buckley Air Force Base. The estimated cost range, per Defense Federal Acquisition Regulation 36.204, paragraph (f) is between $10M - $25M. The NAICS Code is 237310, under the index title Highway, Street, and Bridge Construction. The size standard for this NAICS code is $33.5 million (additional information on small business size standards and small business programs can be found at www.sba.gov). All interested Small Business concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 24 March 2014. This notification, which shall not exceed five typewritten pages, MUST include a (1) positive statement of intent to bid as a prime contractor; (2) a completed and signed Sources Sought Information Request Form (attached); (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were the prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; (4) A brief outline of resources, subcontractors, and key personnel that will be used to accomplish the contract. If you intend to propose as a Joint Venture (JV) please state so, and identify who the small business JV partner will be (reference clauses and rules on JVs at 13 CFR, 121 (SB), 124 (8(a) - contact District SBA Office for rules), 125 (SDVOSB), 126 (HUBZone) and 127 (WOSB) for respective JV requirements; and (5) a letter from your surety with your maximum bonding capacity per project. This project will be advertised as unrestricted in the event adequate Small Business contractors are not available to provide for sufficient competition. No facsimile responses will be honored. The required information must be emailed in writing to: National Guard Bureau, OPARC-S Attn: Marilyn.Hill@ang.af.mil and 127wg.ngbzcparcomb@ang.af.mil. ALL REQUIRED INFORMATION MUST BE SUBMITTED NO LATER THAN 25 March 2014. 4:00 p.m. EDT. SCOPE OF WORK: The Repair Main Apron Access and Alert Pavements located at Buckley Air Force Base, CO. The work includes, but is not limited to, demolition of onsite pavements, drainage structures, and utilities; Subgrade/Subbase preparation, new Portland Cement Concrete Pavement (PCCP); saw cutting and sealing of concrete joints; Bituminous Asphalt Shoulders; finish grading; drainage; utility relocations; all excavation and filling requirements to bring grade to levels indicated; reseeding; and marking of airfield pavements. The project is planned to be sequenced into 4 parts; Sequence 1 is 90 days, Sequence 2 is 140 days, sequence 3 is 90 days and sequence 4 is 90 days; to allow the continuous operation of F-16 Jet aircraft during construction. All construction shall comply with the project plans and specifications. Sequence 3 and 4 can be completed concurrently with sequence 1 and 2.
