Part III Technology Trends Part II Product Surveys Part I General Information PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of PMS 320 (Electric Ships Office (ESO)), seeking information from industry to assist in updating the Naval Power Systems Technology Development Roadmap (NPS TDR) issued in April 2013. The effort is being led by PMS 320, under the direction of the ESO Executive Steering Group, which consists of Flag level members from related organizations across NAVSEA, Program Executive Offices, ONR, and OPNAV. The updated document will be a focused refresh of the 2013 edition and is slated to be released in early CY 2015. BACKGROUND: For reference, the NPS TDR is available for download in the Strategic Documents section of the NAVSEA website: http://www.navsea.navy.mil/StrategicDocuments.aspx. The version posted online is Approved for Public Release (Distribution Statement A). The Distribution Statement D version (Distribution authorized to Department of Defense (DoD) and DoD contractors only) of the NPS TDR can be provided upon request via email to joseph.tannenbaum@navy.mil and upon verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information. Evidence in the form of an executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) will be required prior to receipt. PMS 320 released a similar RFI in February 2012 (under FedBizOpps announcement N00024-12-R-4215). Responses received from that RFI were very helpful in shaping the current roadmap and adding depth to the technology discussion and metrics sections. Industry perspective adds a great deal of insight into the state of current technology development and PMS 320 would like to encourage as much industry participation as possible in this refresh of the roadmap. Ultimately, a primary objective is to reduce the cost of implementation of the latest technologies by leveraging/tracking what has been tried/tested/implemented by industry. Respondents that replied under the previous RFI are encouraged to review their past responses and provide commentary on how and why their responses may have changed in the two years that have passed. Further, general feedback on the overall format and content of the roadmap is encouraged. Please consider the following questions when formulating your feedback: Are technical areas in your domain given sufficient discussion? Were some areas given too much discussion? What areas were not presented and why should any new proposed areas be included? Would you propose a different method to present metrics / and or trends? Do you feel the roadmap is adequately aligned with current events / trends in industry? Has the roadmap helped your technology development, business development, planning or corporate investment efforts? If yes, in what way? If no, why not? DESCRIPTION: The updated document will reflect potential back fit applications as well as the Navy's current 30 year shipbuilding plan, a renewed focus on energy efficiency and energy security, evolving technology alternatives, and a refined approach to capability requirements and capability based budgeting. The NPS TDR will continue to be used to set power system goals, target investments, and support naval missions. Many key tenets of the previous roadmap will be retained, such as focusing developments to reduce total ownership costs, addressing cross platform commonality, providing more power for advanced mission systems, and improving the quality of service (power continuity). The refreshed roadmap will be publicly released in order to promote dialogue, influence academia and industry planning, and guide Navy, DOD and industry investments. The overarching goal of the roadmap is to align developments with war fighter needs, enable capability based budgeting, and provide appropriate, mature technologies to meet platform timelines and mission requirements. The focus of this request is to gather information necessary to assess the current and future state of power systems technologies from the industry perspective in the near-term (0-10 years), mid-term (10-20 years) and far-term (20-30 years) timeframes. The primary areas of interest are power controls and automation, power distribution, energy storage, electrical rotating machines, power converters, advanced materials, and advanced loads. Within these areas, the Navy is interested in identifying and understanding any industry trends, emerging technologies, or breakthrough technologies that could benefit Naval Power Systems and when they might be available to the Navy. By updating the NPS TDR, the Navy seeks to align expectations with evolving and emerging power systems technologies to provide guidance to the military, industrial, and research communities. RESPONSES: The questionnaire attached to this announcement is intended to provide the framework for industry feedback. While conforming to the questionnaire is encouraged, feedback and responses will be accepted in all forms. The questionnaire is divided into 3 parts. Part 1 contains general questions to provide the Navy a broad understanding of your technology(ies) and the current and near term market. Part 2 contains specific questions to allow the Navy to benchmark technologies. Part 3 contains questions based on future technologies and market trends. Responses should indicate enough detail so that potential Navy interest can be assessed. The Navy technical team working on the development of the NPS TDR is available for direct, one-on-one, conversations about the objective of this effort and any industry concerns or questions, with the contact information identified below. Beyond the areas of interest explicitly listed in the questionnaires, this RFI also seeks any existing or evolving, cutting-edge power system concepts that can be considered as an enabling technology to address any of the following key areas of future naval power systems: Interconnectivity Inter-usability Re-configurability Modularity Adaptability Redundancy Simplicity Ruggedness Scalability Survivability Operational and Maintenance Upgradability Obsolescence Avoidance Maintainability Training requirements Safety Operational Cost Functional/operational/physical characteristics improvements New high-fidelity simulation capabilities (systems and sub-system) Hardware in the loop capabilities System Security (command/control/communication and data encryption techniques and compliance) All responses should be e-mailed or faxed to Mr. John Kuseian at john.kuseian@navy.mil or 215-897-8380 respectively, with a copy to Mr. Joseph Tannenbaum at joseph.tannenbaum@navy.mil. If the information you provide is sensitive or subject to limited distribution, please mark it accordingly and that information shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. However, the end objective of a publishable NPS TDR should be a consideration when making this determination. This RFI in no way binds the Government to offer contracts to responding companies. The information provided may assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the technical data provided or capabilities of respondents and may request a presentation or a site visit as deemed necessary.
