- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire support services, in accordance with Section 4202 of the Clinger-Cohen Act of 1996 “ a sole source acquisition under the authority of the Test Program for Certain Commercial Items as implemented by FAR 13.501(a) (1). The proposed acquisition will consist of contractor support services for the Center for Information Dominance (CID) ™s Credentialing Opportunities On-Line (COOL) Program. The proposed acquisition will provide CID, with support for its Navy & Marine Corps Credentialing Opportunities On-Line (COOL) Programs (collectively referred to as DON COOL). The Government requires continued development and refreshing of its current COOL websites, and underlying database, in order to provide users (Service members, credentialing agencies, employers, academia, and Government agencies) with up-to-date analysis and credentialing information. COOL provides access to voluntary & mandatory credentialing opportunities, civilian crosswalks, employment leads, and other recruiting, retention and transition information via a centralized, web-based hub that consolidates information from numerous sources on certifications, licenses, apprenticeships that correspond with each Navy rating, USMC MOS, job and occupation and provides funding for DON personnel to obtain these licenses and certifications. A firm fixed price sole source contract is anticipated to satisfy this requirement. Current support is being provided under purchase order N00189-10-P-Z284 by Solutions for Information Design (SOLID), LLC of Burke VA. The base period of performance for this action will be 12 months, starting 1 October 2014 through 30 September 2015. Four (4) twelve month option periods will be included as a means of fulfilling CID requirements through 30 September 2019. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 as well as the Test Program for Certain Commercial Items as implemented by FAR 13.501(a)(1). The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
