Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the purchase of Three (3) high temperatures Hi-Nicalon Type-S/melt infiltrated (MI) SiC/SiC ceramic matrix composite (CMC) panels for environmental barrier coatings and coating - CMC system property evaluations. The CMC panels should have a dimension of 6 x 9 x 0.08 inches, using high performance Nicalon Type-S fibers, a state-of-the art woven fiber architecture preform (fabricated using 8 plies each of woven Hi-Nicalon Type-S fabric, and 5-Harness Satin Weave), and a combined chemical vapor infiltration (CVI) and slurry melt-infiltration (MI) processing for the density. In the CMC processing, the fabric preforms shall be tooled and processed with a CVI-derived boron nitride (BN, preferably 0.5 microns in thickness) fiber coating to promote high strength and toughness. The fiber coating and peroxidation process may be incorporated to enhance the final CMC performance. The coated preforms will be subsequently rigidized with CVI SiC and then consolidated using a reactive silicon melt infiltration process. The panels shall have a final theoretical density ratio of no less than 90%, and fiber volume fraction of 36%, respectively, after the combined chemical vapor infiltration (CVI) and slurry melt-infiltration (MI) processing to achieve the CMC high temperature. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GLENN RESEARCH CENTER, 21000 BROOKPARK ROAD, CLEVELAND OHIO 44135-3191 is required within the delivery time agreed upon, ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by March 19, 2014 @ 12:00 NOON to Dorothy.E.Viancourt@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Other critical requirements: ability to prove via samples or supply known vendor to contact that has been purchased same work and to provide technical information that supports ability to perform this work and meet all specifications, shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).
