Description
This is a request for information (RFI). This request is NOT a solicitation, Request for Proposal, Request for Quotations or a promise to issue a solicitation in the future. The purpose of this request for information is in support of market research being conducted by Army Contracting Command- Aberdeen Proving Ground-Edgewood Area (ACC-APG EA) and Program Executive Office (PEO) Assembled Chemical Weapons Alternatives (ACWA) to identify potential sources and gather information on current capabilities within the market. This notice is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. PEO ACWA's mission is to execute the safe and environmentally sound destruction of the chemical weapons stockpiles stored at the Blue Grass Army Depot, Kentucky, and the U.S. Army Pueblo Chemical Depot, Colorado. As the pilot plants in Colorado and Kentucky are built, tested and begin operations, ACWA will continue to play a key role in the national chemical demilitarization program and contribute to U.S. efforts to safely destroy the legacy of 20th century chemical weapons production. Market Research Request: The United States (U.S.) ACC-APG-EA is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential Businesses that have the skills, experience, knowledge, and capabilities required to perform such tasks in support of PEO ACWA's occupation health program. The requirement would have qualified personnel provide services for review and evaluation of medial program plans and procedures for consistency with statuary requirements in support of Chemical Disposal Activities at ACWA Clinics. Services also include assuring proper training of local healthcare providers, review medical surveillance and biological monitoring data, provide input during the occupational health standard development process and provide sound technical and management input to PEO ACWA. Further descriptors of the tasks are outlined as follows: Contractor shall maintain qualified personnel for technical support. The technical support may include Physician Executive/Consultants (Medical Doctor (MD)), Health Professionals (Registered Nurse, Master of Science in Nursing) and Assistant Health Professionals (Emergency Medical Technician, Physician Assistant, Paramedics). Training Tasks. The contractor shall provide administrative and technical support, to include pre-course planning activities, and conduct one (1) iteration of the quote mark Clinical Training for Medical Support Personnel. quote mark The contractor shall be responsible for the administrative support of the course(s), and instructor support for approximately thirty-six (36) teaching hours, consisting of a combination of classroom and hands-on training, to include an instruction session involving responsive mannequin, SIMMAN manufactured by the Laerdal Corporation. This includes providing Medical training summaries, and administrative support (ie. Attendance rosters, typing certificates, and completed course documentation for certification) Review and Evaluation of Demilitarization Medical Documents for Compliance with Occupational Health, and Emergency Medicine Requirements in Support of Chemical Disposal Activities at ACWA Clinics. The contractor shall review and evaluate ACWA Demil Medical documents related to the occupational health and safety, emergency medical response, medical support to the Personnel Reliability Program (PRP) and the medical support to the Substance Abuse and Prevention Program. The contractor shall conduct technical medical staff assistance visits to ACWA medical clinics two per year to support each site's implementation and compliance with programmatic guidance. Contractor shall conduct a series of periodic medical CQI audits at ACWA Medical Clinics. The contractor shall provide professional staff support to develop a schedule for and conduct annual medical CQI audits of the ACWA Clinic at Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) using the policies and procedures established in the ACWA Generic Medical Continuing Quality Improvement Plan and the site specific Medical Continuing Quality Improvement Plan as the basis for the audits. The contractor shall conduct a review of healthcare provider credentials files for the presence or absence of standard requirements for scope of practice [e.g valid license, Advanced Trauma Life Support (ATLS), BLS/CPR, ACLS]. The Government anticipates an estimated period of performance of one (1) base year and two (2) - six (6) month option periods (to be exercised at the Government's discretion). The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541690. If qualified and interested, please submit an email stating the name of your company, your interest, and a Capabilities Statement. Also, identify a company Point of Contact (POC): name, telephone number with area code, and email address. Emails are preferred. The Government Points of Contact for responses are listed below. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID. Submit all responses to the listed point of contact (POC), Jemel Hogan (jemel.m.hogan.civ@mail.mil) and Reference ACWA2014RM001 in all correspondence. Responses are due by close of business 18 MAR 2014. In conjunction with the capability statement, the Government is requesting all interested and qualified firms respond to this RFI with the following information: 1) Company name and Point of Contact, to include address, fax number, email and website; 2) A list of similar contracts (no more than 3) your firm currently holds or has completed within the last three (3) years. The list of relevant contracts should only include the location, contract number, brief description/title of requirement, estimated yearly value and performance period; 3) DUNS number and CAGE code; 4) Socioeconomic Classification; 5) If you plan on subcontracting over 50% of this work, please indicate the major subcontractor(s) that will be performing this work. Company name, cage code and the type of work the subcontractor will be performing. 6) Briefly provide responses to the below additional questions: A. What ability and experience do you have providing Medical Technical and Evaluation Support Services as it relates to PEO ACWA or similar Government Requirement Activities? B. Are you currently performing under a multiple award, Indefinite Delivery/Indefinite Quantity service vehicle with scope relative to the tasks described in this Market Research announcement? If so, please provide a Government POC and contract number that corresponds with this response. All other responses can be listed as quote mark N/A quote mark. Submission of the above listed points can be provided in Word or PDF, or PowerPoint but may not exceed 5 pages in length (Times New Roman/Ariel- Font Size 11/12). Any submission exceeding this length may not be considered. This is an RFI and is NOT a solicitation. Rather, this RFI is being conducted as a Market Research method to determine all interested sources prior to formalizing our Acquisition approach. No physical or quote mark hard quote mark copies will be accepted as a result of this request. No requests for capability briefings will be honored as a result of this notice.
