- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The Corps Water Management System (CWMS) software is used throughout the USACE to provide information that supports water control decision making. CWMS integrates USACE simulation models with data management and reporting capabilities under a common user interface. Development of CWMS has progressed steadily, reaching Version 3.0. This new version adds new simulation, data management, and reporting capabilities requested by USACE users. Version 3.0 also provides enhanced capabilities for users to adjust model calibration and configuration. A previous task order was fulfilled by the contractor. Under the previous task order, more bug issues were found than expected and it is assumed that there are remaining bugs that need to be found and removed before the release of the software. The purpose of this task order is to continue this work to identify remaining issues. HEC will continue to assist the contractor by providing updated release candidates of Version 3.0 for testing. A testing plan was developed as part of this previous work. Results of testing will be used by the HEC staff and HEC's contract developer to make final enhancements and corrections prior to a broader release of the application to the USACE field. The testing and reporting procedures will generally follow the procedures used under the previous contract. These will be discussed at the status meeting (task 1). The procedures will include what has been tested, what has not and what needs to be tested. Testing is not limited to looking for errors; it includes evaluating the work-flow, use of screen quote mark real estate quote mark, wording, clarity and intuitiveness. Testing includes both reporting bugs and recommendations on how to improve CWMS 3.
