- Notice to Small Businesses The purpose of this notice is to obtain information regarding the availability and capability of qualified small business concerns; 8(a), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone), Small Businesses, and Service-Disabled Veteran-owned Small Businesses (SDVOSB). The Food and Drug Administration intends to provide maximum practicable opportunities in its acquisitions to small businesses. Background The Food and Drug Administration (FDA) is conducting a market survey to assess the availability of small business firms as defined by NAICS code 334516 to provide five (5) gas chromatographs with mass selective detector, auto sampler and deconvolution reporting software. This notification is for market research purposes and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. FDA welcomes responses from all interested parties. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or FDA's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this sources sought with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. Requirement The potential requirement is to procure five (5) gas chromatographs with mass selective detector, auto sampler and deconvolution reporting software that adheres to the following minimum salient characteristics: • System must include multimode inlet including split/splitless, temperature ramping, and large volume injection capabilities • System must include non-coated inert EI source with turbo-molecular pump capable of handling flows up to 3 mL/min. • System must include Turn-Top design allowing injection liner change in less than 30 seconds. • System must include a monolithic hyperbolic quadrupole mass filter. • System must include the Wiley9/NIST 2008 mass spectral libraries. • System must include Deconvolution Reporting Software (DRS) which works with SIM or full scan data or both modes simultaneously. • System must include Pesticide RTL database and spectral library. • System must be able to perform synchronous SIM / full scan operation. • System must be able to analyze up to maximum mass of 1050 daltons. • System must be able to scan up to 12,500 daltons / second. • System must be able to achieve an oven temperature of 450 °C. • System must allow 20 oven ramps, 21 oven plateaus and allow negative ramps. • System must include Electronic pneumatic control. • System must allow constant pressure and flow modes with pressure and flow being programmable. • System must be capable of Electron Impact and Chemical ionization. • Software must be capable of retention time locking. • Auto injector must be fully compatible with the GC-MSD system, including the GC-MSD control software. • System must include IQ, OQ, and PV. • System oven must have a 198-231 V 60 Hz power supply included for fast operation. The following additional requirements also apply: • Each system shall be installed at a different location. (Five delivery locations) • System must include analyst familiarization at installation and two days of in house training in the operation and maintenance of all aspects of the instrument including how to operate the SIM and full scan modes and how to customize reports. • The delivered systems should include one set of hard copy installation and service manuals. Preloaded computer software required to operate and control the GC, the MSD, & auto-injector, NIST, Wiley, and Pesticide Libraries and report generating software. • The systems computer should have not less than 4 USB ports and a CD/DVD player/recorder. The instrument should come with a 21"flat screen color monitor and a laser printer. The computer system should also include operational tutorials. • The system must include at least a one (1) year warranty. General Instructions Contractors that believe they possess the ability to provide the required equipment must submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement should include the organization name, type of business, DUNS number, point of contact name/telephone number/email address, and applicable NAICS code. Capability statements that do not provide sufficient information for assessment will be considered non-responsive.
