Description
The MICC - Fort Knox is conducting market research for the following requirement: No cost contract (agreement) for Army Trademark Licensing Program (ATLP) for the Army Marketing and Research Group, Washington, D.C. The contractor shall provide all labor, materials, and equipment to perform licensing support services to the U.S. Army in the execution and management of the ATLP. These services include the identification of prospective licensees for the Army, negotiation of new licensing agreements and management of those accounts in support of the program. The contractor all maintain the existing licenses and generate new licensees authorized to market products bearing the Army's marks. The contractor shall have non-exclusive rights to represent the Army in identifying and negotiating with potential licensees for the use of one or more of the indicia, in connection with the licensing of various Army marks and to act as its non-exclusive agent to conduct certain promotions. The contractor's activities in identifying potential licensees shall be an extension of the Army's existing marketing and advertising program. This program has two target markets: young adults in the range of 17-24 years of age (high school and post high school) as the primary and influencers as the secondary target markets. The period of performance is from 1 October 2014 through 30 September 2015, with four one-year option periods. The place of performance for this effort is the contractor's facility. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis.
