Description
The Naval Medical Logistics Command (NMLC), on behalf of the Naval Health Research Center (NHRC) intends to issue a Request for Proposals. The proposed acquisition is to provide the NHRC with contractor support who shall augment the organic intramural capability of the DoD HIV/AIDS Prevention Program (DHAPP) in conducting HIV/AIDS prevention and education programs on a global scale. Such consultation will include the capability to manage and facilitate the use of external entities in the conduct of tasks supporting DHAPP global initiatives, develop processes to monitor the success of programs conducted by external entities, and to document all stages of program performance and administration. The incumbent is Science Applications International Corporation (SAIC) performing under award N62645-11-C-4046. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, cost-type contract. The contract is anticipated to have a 60-month period of performance for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about April 02, 2014 to www.FBO.gov.
