Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: Mail and Duplication Support Services (MADSS). The requirements under this contract provide for an onsite duplicating operation for large volume and specialized duplicating, and mail and distribution services at the Johnson Space Center in Houston, Texas inclusive of the Sonny Carter Training Facility, Ellington Field and Space Center Houston. The Primary functions are as follows: 1. DUPLICATION SYSTEMS The Contractor shall operate an installation-based duplicating program to support all JSC program, project and institutional requirements. The Contractor shall produce one/two-sided duplications from hardcopy originals and electronic print masters delivered through the duplication server, remote sources, compact disks and universal serial bus drives. Work includes duplicating in black/white and color, on-line electronic publishing, and bindery operations. 2. MAIL AND DISTRIBUTION SERVICES The Contractor shall provide mail pick up, delivery and processing services. The Contractor shall pick up and deliver official mail from the local post office, in accordance with the US Postal Services schedule. The Contractor shall process all official incoming and outgoing Registered, Certified, Insured, Express and Priority Mail in compliance with the US Postal Services domestic and international mail regulations. The Contractor shall process all incoming tray mail, sort and set aside official public inquiry appreciation mail, City, State and Federal Government mail, and all other official correspondence. The Contractor shall serve as the central point for incoming and outgoing classified material and process incoming, outgoing, and JSC internal classified mail. The Contractor shall provide a courier service between various onsite and offsite buildings. This procurement is a HubZone small business set-aside. The NAICS Code and Size Standard are 323111 and 500 employees, respectively. Prospective offerors are encouraged to review the Draft Statement of Work (SOW) and provide any comments and questions. All contractual and technical questions on the draft SOW must be submitted in writing to Mandy Kuehn at the e-mail address provided below by 4pm CST on March 21, 2014. Responses to questions will be posted on the MADSS website at http://procurement.jsc.nasa.gov/madss/. Telephone questions will not be accepted. The anticipated release date of RFP NNJ14499347R is on or about April 25, 2014 with an anticipated proposal due date of on or about May 27, 2014. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
