- Description
- The Centers for Disease Control and prevention intends to award a sole source firm fixed price purchase order to Titertek for filter paper card carriers and covers to be used with the Titertek QuadFlex III robotic system for dispensing human blood into blood spots. The Newborn Screening Quality Assurance Program (NSQAP) uses the customized robotic liquid handling system manufactured by Titertek. This is the only robot in the world that can apply whole, human blood to 15-spot filter paper cards. NSQAP owns two robots that were custom-built by Titertek for NSQAP's unique applications. NSQAP needs the filter paper card carriers and covers to increase its capacity to make dried-blood spots quality assurance materials for more than 575 newborn screening laboratories in the United States and the world. Because Titertek built the customized robots and the original card carriers and covers, only Titertek has the correct specifications to manufacture the needed additional, customized equipment. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
